Regular Board Meeting
April 11, 2005
Clerk Montgomery called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Clerk Montgomery, Treasurer Williams,
Trustee Martin, Trustee Orange, Trustee Carter and Trustee
O’Steen.

Motioned by Martin second by Carter for Clerk Montgomery to
Chair the meeting in the absence of Supervisor Parker. Motion
carried unanimously.
04-11-01-05) Motioned by Martin second by Carter for the
approval of the
March 28, 2005 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(04-11-02-05) Motioned by Carter second by Williams for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $158,695.50
Sewer Fund $ 25,332.37
Water Fund $ 13,773.85
Motion carried unanimously by roll call vote.
(04-11-03-05) Motioned by Martin second by Carter to
approve the Manager’s selection for Buena Vista Charter
Township’s new Chief of Police, Brian Booker, at pay grade 15
level 3. Motion carried unanimously by roll call vote.
(04-11-04-05) Motioned by Martin second by Orange to
approve the second reading and adoption of Zoning Ordinance
number 243 to amend tax parcel number 10-12-5-29-1312-000 from
R-1 Residential, (Single Family) to B-3 Commercial, (Wholesale
and Business Services) commonly known as 3070 Perkins. Motion
carried unanimously.
(04-11-05-05) Motioned by Carter second by Williams to
approve the sale of Buena Vista Charter Township property,
parcel number 10-12-5-32-1368-000, 4448 Morris, to Charles F.
and Mary J. Whitlock in the amount of one hundred ($100.00)
dollars. Motion carried unanimously by roll call vote.
(04-11-06-05) Motioned by O’Steen second by Martin to
approve the sale of Buena Vista Charter Township property,
parcel number 10-12-5-32-1034-000, 4526 Webber, to Charles F.
and Mary J. Whitlock in the amount of one hundred ($100.00)
dollars. Motion carried unanimously by roll call vote.
(04-11-07-05) Motioned by Martin second by Montgomery to
review and approve a resolution from the Liquor Control
Commission to transfer ownership of 2004 Class C licensed
business with Dance-Entertainment Permit, located in escrow at
4030 Dixie, Saginaw, MI. 48601, Buena Vista Township, Saginaw
County from Hickory Vic’s Grill and Bar to RMM, Inc.
Motioned by Martin second by Montgomery to table agenda item
04-11-07-05 for further information. Motion carried unanimously.
Motioned by Martin second by Carter to accept agenda items
04-11-08-05 through 04-11-13-05 collectively. Motion carried
unanimously.
(04-11-08-05) Motioned by Martin second by Carter to
receive and file the 2005 schedule for the Spring Aerial
Larviciding Program. Treatment is scheduled to begin on Monday,
April 18, 2005, weather permitting. Motion carried unanimously.
(04-11-09-05) Motioned by Martin second by Carter to
receive and file information on the Saginaw Framework Agreement
that is being spearheaded by DEQ and the Dow Chemical Company.
The third of four meetings was held at the Horizon’s Conference
Center on April 7, 2005. Motion carried unanimously.
(04-11-10-05) Motioned by Martin second by Carter to
receive and file the March 2005 monthly report for the Buena
Vista Charter Township Community Development Department. Motion
carried unanimously.
(04-11-11-05) Motioned by Martin second by Carter to
receive and file the February 2005 monthly summary report dated
March 14, 2005 from Wade-Trim. Motion carried unanimously.
(04-11-12-05) Motioned by Martin second by Carter to
receive and file the March 2005 monthly report for the Buena
Vista Charter Township Parks & Recreation. Motion carried
unanimously.
(04-11-13-05) Motioned by Martin second by Carter to
receive and file the March 2005 monthly report for the Buena
Vista Charter Township Police Department. Motion carried
unanimously.
SUPERVISOR’S REPORT
Clerk Montgomery reiterates due to the absences of Supervisor
Parker to the Board of Trustees that State Representative Carl
Williams and the Michigan Legislative Black Caucus will host a
Town Hall Meeting on Saturday, April 16, 2005 from 10:00 a.m. to
12 noon at the Greater Williams Temple on 600 E. Remington
Street in Saginaw, MI. Also on April 15, 2005 their will be a
public meeting held at the Dow Event Center featuring the Kappa
Alpha Psi Saginaw Chapter and the key note speaker for the
evening will be Ira Rutherford, the interim Superintendent for
the Flint Public Schools.
TREASURER’S REPORT
Treasurer Williams: I just wanted to comment on the Word Up
Magazine, special edition that featured Buena Vista Charter
Township.
BOARD OF TRUSTEE REPORT
Trustee Orange: I would like to commend and congratulate the
New Police Chief, Brian Booker to Buena Vista Charter Township.
We know that he will do a good job as the New Police Chief. Also
the signs on I-75 are looking good and I got a chance to look at
the signs coming down I-75 and I think that that is good.
MANAGER’S REPORT
Mr. Williams: I would like to invite everyone to the Swearing
in Ceremony and Meet and Greet Session to announce the New
Police Chief Brian D. Booker on Friday, April 22, 2005 at 6:00
p.m. at the Buena Vista Community Center. Also the second
Strategic Planning attends will forthcoming. It will be a Friday
evening 6p.m. to 9pm., and Saturday morning 8a.m. to 11 a.m.
planning advance. Please review calendars. Also we are about 2%
under budget. I attended the Saginaw Town Meeting MPO Listening
Session on today and brought back information for the Board of
Trustees to review.
