Regular Board Meeting
June 13, 2005
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter and Trustee
O’Steen.

(06-13-01-05) Motioned by Martin second by Carter for the
approval of the
May 9, 2005 Regular Board Meeting Minutes, the May 18, 2005
Special Board Meeting Minutes and the May 31, 2005 Special Board
Meeting Minutes of the Buena Vista Charter Township Board of
Trustees. Motion carried unanimously.
(06-13-02-05) Motioned by Martin second by Carter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $239,416.67
Sewer Fund $ 49,471.09
Water Fund $ 16,412.69
Motion carried unanimously by roll call vote.
(06-13-03-05) Motioned by Martin second by Montgomery to
approve proposal no. 50405BV and enter into an agreement with
Northwest Pools, Inc. to install a new Spa within the Buena
Vista Community Center at 1940 S. Outer Drive in the amount not
to exceed $53,000.00 with warranty. Motion carried unanimously
by roll call vote.
(06-13-04-05) Motioned by Martin second by Williams to
approve first reading of Zoning Ordinance number 244 to amend
tax parcel number 10-12-5-02-1006-000 from A-1, Agricultural to
M-1, Industrial commonly known as 5600 Becker.0 Motion carried
unanimously by roll call vote.
Motioned by Montgomery second by Martin to accept agenda
items 06-13-05-05 through 06-13-12-05 collectively. Motion
carried unanimously.
(06-13-05-05) Motioned by Montgomery second by Martin to
receive and file monthly report for the Buena Vista Charter
Township Police Department. Motion carried unanimously.
(06-13-06-05) Motioned by Montgomery second by Martin to
receive and file monthly report for the Department of Public
Works, Sewer Department and Water Maintenance Department for May
2005. Motion carried unanimously.
(06-13-07-05) Motioned by Montgomery second by Martin to
receive and file the May 2005 monthly report for the Buena Vista
Charter Township Community Development Department. Motion
carried unanimously.
(06-13-08-05) Motioned by Montgomery second by Martin to
receive and file the May 2005 monthly report for the Buena Vista
Charter Parks & Recreation. Motion carried unanimously.
(06-13-09-05) Motioned by Montgomery second by Martin to
receive and file the 5 year, 2005-2009 Parks & Recreation Plan.
Motion carried unanimously.
(06-13-10-05) Motioned by Montgomery second by Martin to
receive and file the May 18, 2005 minutes submitted by Saginaw
Area Storm Water Authority. Motion carried unanimously.
(06-13-11-05) Motioned by Montgomery second by Martin to
receive and file information sheet regarding the Dredging of the
Upper Saginaw River provided by James Koski, Saginaw County
Public Works Commissioner. Motion carried unanimously.
(06-13-12-05) Motioned by Montgomery second by Martin to
receive and file the May 2005 monthly report for the Buena Vista
Charter Township Fire Department. Motion carried unanimously.
SUPERVISOR’S REPORT
Supervisor Parker: I’m not sure that if everyone has received
an invitation from the Magic Kitchen Catering Group and
Restaurant requesting the honor of your presence at a Grand
Opening. There is a new banquet center which is located on North
Park Street. The open house celebration is Tuesday, the 21st.
that’s a week from tomorrow from 5 to 7 p.m. Tuesday, June 21st
5 to 7 p.m. It’s actually located directly behind the Marie
Davis Senior Citizens Facility downtown. Lastly, I want to thank
Shelley Pat freeman along with Philip McKenna of the McKenna
Associates. If was a tremendously showing and without their
support going to Vegas and really putting together a first class
packet and proposal, we would still be fishing in the big
waters.
TRUSTEES REPORT
Trustee Martin: I have a few things. First to you, Mr.
Manager, is the Waste Water Treatment Informational meeting is
still on the schedule? Secondly, I just throwing this out and
somewhere in the packet or somewhere, we were in need of
anchorage to fulfill our Parks & Recreation. Would it be a good
idea for the Township and Board of Education to get together to
possibly combine some recreational barriers or would you put
that down on your agenda sir. Survey, Mr. Mitchell, I know
sometime you have stated that we had to downscale the play scape
from 180,000, was that ever done? But we can look forward to
that. At this point in time, I would just like to say that
without sounding redundant that it’s a great thing that Buena
Vista has turned around a Buena Vista. It’s really really
something and I want to congratulate and give kudos to all the
employees of Buena Vista Township for the turnaround and we are
doing some great things. Keep on pushing. Last but not least, I
think that the presentation of Las Vegas, dealing with mall
developments, that’s the best information that I’ve had without
attending a conference. I really mean that.
MANAGER’S REPORT
Mr. Williams: I have four. First one is a request from the
Board in regarding to our Treatment Plant facility and the cost
capital and improvement that we done since 1998. If you would
view that you would see the list of the improvements starting
from 1998 up until 2005. Basically in 1998 to 2001 you will see
a variety of numbers which regards to our use to our influent
and effluent pumps and then basically what we have decided to do
in 2004 we borrowed and then another picture in 2003 our filter
cost and only showed 18,000.00 but the total was 118,000.00. The
100,000 was paid by the insurance company. I believe that brings
you up to date as to the questions the Board has to capital
improvement projects from 1998 to current. Next is your budget
vs. actual the month of April. We are 3 percent under budget and
we are moving in the right direction. May’s report will be done
by the next board meeting. Thirdly, something that was brought
up actually by residents regarding our telephone skills. I took
all of the administrative staff to SVSU for some training at a
workshop. And I also attended myself to see what was being
taught. Last but not least, again was are on the brink of our 14th
Annual Rib Cook-Off which will be held July 23rd and
24th. This year we will feature Motown Review
Horizons on Saturday and as well as Sunday; we have a variety of
entertainment for all music such as country, R & B, and gospel,
jazz. This year will be the best and greatest.
