Regular Board Meeting
June 27, 2005
Clerk Montgomery called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
Motioned by Orange second by Martin for Clerk Montgomery to
chair meeting in the absence of Supervisor Parker. Motion
carried unanimously.
MEMBERS PRESENT Clerk Montgomery, Treasurer Williams,
Trustee Martin, Trustee Orange and Trustee O’Steen.

(06-27-01-05) Motioned by Martin second by Orange for the
approval of the
June 13, 2005 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(06-27-02-05) Motioned by O’Steen second by Martin for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $287,057.67
Sewer Fund $ 25,813.13
Water Fund $135,112.64
Motion carried unanimously by roll call vote.
(06-27-03-05) Motioned by O’Steen second by Martin to
review and approve the bid specifications from Ducre’s Building
and Home Remodeling, Inc. in the amount not to exceed $5,500.00
for the repair of the pavilion roof which is housed in the
Lion’s Park at 1940 S. Outer Drive. Motion carried unanimously
by roll call vote.
(06-27-04-05) Motioned by Martin second by O’Steen to
approve the creation of a new non-union administrative position
for the Buena Vista Charter Township Police Department at pay
grade $24,757.00 - $26, 910.00. NOTE: The creation of this
position would allow a full time police officer to return to
road patrol. Motion carried unanimously by roll call vote.
(06-27-05-05) Motioned by Orange second by Martin to
approve the second reading and adoption of Zoning Ordinance
number 244 to amend tax parcel number 10-12-5-02-1006-000 from
A-1, Agricultural to M-1, Industrial commonly known as 5600
Becker. Motion carried unanimously.
Motioned by Martin second by Montgomery to accept agenda
items 06-27-06-05 through 06-27-09-05 collectively. Motion
carried unanimously.
(06-27-06-05) Motioned by Martin second by Montgomery to
receive and file the Monthly Summary Report from Wade-Trim from
April 2005. Motion carried unanimously.
(06-27-07-05) Motioned by Martin second by Montgomery to
receive and file the Monthly Summary Report from Wade-Trim for
May 2005. Motion carried unanimously.
(06-27-08-05) Motioned by Martin second by Montgomery to
receive and file the monthly minutes from Saginaw Area GIS
Authority for May 2005. Motion carried unanimously.
(06-27-09-05) Motioned by Martin second by Montgomery to
receive and file the monthly minutes from Saginaw Area GIS
Authority for June 2005. Motion carried unanimously.
COMMITTEE REPORTS
Trustee O’Steen: I passed out to the Board members a package
about Saginaw County Metropolitan Planning Commission dealing
with the roads and everyone should have one in front of them.
What I highlighted stuff that is happening in Buena Vista
Township. I can go down page by page for example, project #85.
It will not cost the Township a dime. Project #93, M-81 and I-75
interchange lanes where they are going to put flowers in and
leveling out the soil and not going to cost us a dime. Project
#92, M-81 and I-75 interchange construct round about and it not
going to cost us a dime.
TREASURER’S REPORT
Treasurer Williams: I just wanted to remind everyone that tax
season is starting this Friday, July 1, 2005 as scheduled and
wanted to bring up every year of any deferred summer tax
payments and information sheets are available. Tax payers that
are disabled over the age of 62, veterans, widows and widowers,
agriculture use land and office, they do qualify if they have a
25,000.00 income or less for a tax deferred. That means where
you will deferred not to have penalties after September 15, 2005
and you can also have your payments delayed until March.
TRUSTEES REPORT
Trustee Martin: I am going to be a little lengthy but you all
will have to bear with me. However; first of all, I want to
preference my statement by saying that I want everyone to know
that I am not being critical. I want to talk about the project
first that is dear to my heart. As far as I am concern, I know
that I am not going to be on this Board forever, but five years
is a long time to be with a project and not making any movement
whatsoever. I’m saying, if you all agree without me making a
motion and if I have to make a motion, I will make it, that I
think that this should be done in reference to the playscape. I
stand that a concentrated effort should be made with the big boy
taxpayers in Buena Vista and to some possible donations for this
playscape. I also think that it should be a timeline put on that
effort and at the end of that timeline, which it shouldn’t be to
long, because it’s been five years already and that’s much too
long and I think that a committee should be formed and scale
down the playscape to where we can handle it, because 170,000
and 200,000 is to much to ask for and receive and while we are
at this point, I’d like to say that money is in the Saginaw
Foundation and not Saginaw Future. At the same time, when we get
that timetable or whatever, as I stated before, we need to
modify what we are going to do with the playscape where it fit
with the amount of money that we still have in our pockets. I
want to see movement on the playscape. I don’t want it be idled
and no one is doing anything. I think also that we should get
some kind of sign or something to let everyone know that it
would be the future site for the playscape. Thirdly, do you
think that we should have a representation on the Saginaw Area
GIS?
Trustee Orange: First I would like to thank the Manager and
the Board for the love they showed me on the recent death of my
Father. You don’t have to be nice and I really appreciate that
show of love that you gave me. Second thing was Mr. Troutman is
in the audience on today and Mr. Troutman cuts the field on the
corner of Bertha and Yauck. He’s been doing it for the last 2 to
3 years and he has done a great job for the last three years.
MANAGER’S REPORT
Mr. Williams: I have one. Just the budget for the month of
May this year and we are below 2% of our budget forecast of this
year. Just one other reminder that the Rib Cook-Off Festival
2005 is still accepting backyard grilling experts. If you are a
backyard griller and know of anyone, we still have room for you.

adjourn the meeting at 7:30 p.m. Motion carried unanimously.
