Special Board Meeting
October 27, 2005
Supervisor Parker called the Board Meeting to order at 6:45 p.m.
in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter, Trustee Orange
and Trustee O’Steen.

AWARDS/PRESENTATIONS None
Motioned by Martin second by Orange to open the public hearing at
6:30 p.m. Motion carried unanimously.
6:30 P.M. Public Hearing of Proposed Budget for Fiscal Year
2006
Motioned by Martin second by Montgomery to close the public
hearing at 6:45 p.m. Motion carried unanimously.

(10-27-01-05) Motioned by Martin second by Montgomery to
approve the Buena Vista Charter Township 2005 Tax Millage Rates
which support the 2006 Fiscal Year Budget with the millage rates of:
4.9618 Mills for General Operations; 2.0000 Mills for Police & Fire
Operations; and 1 Mill for Community Center Operations; for a total
2005 Property Tax Rate of: 7.9618 per 1000 Dollars of Taxable
Value. This rate is one mill less than the 2004 levy. Motion
carried unanimously by roll call vote.
(10-27-02-05) Motioned by Montgomery second by Orange to
approve a $16.00 Fee per parcel for Brush Pick-Up and $146.00 Fee
per Household for Refuse Collection for 2005 Tax Year to support the
2006 Fiscal Year Budget. These rates include cost for services,
administrative, depreciation recovery and miscellaneous clean-up
expenses including the Townships Annual Spring Clean-Up Day. These
fees are the same as they were for 2004. Motion carried unanimously
by roll call vote.
(10-27-03-05) Motioned by Carter second by Martin to approve
the Street Lighting Assessments for Tax Year 2005 which are: $15.44
for District #1; : $15.44 for District #2; : $15.44 for District #3;
: $15.44 for District #4; : $15.44 for District #5; : $15.44 for
District #6. These are the rates as levied in 2004. Motion carried
unanimously by roll call vote.
(10-27-04-05) Motioned by Martin second by Carter to approve
a $75.00 per lot Charge for Weed cutting effective January 1, 2006
in support of the 2006 Fiscal Year Budget. This fee is the same as
it were for 2005. Motion carried unanimously by roll call vote.
(10-27-05-05) Motioned by Martin second by Montgomery to
approve a $100.00 Minimum Bid per Lot of Township Owned Excess
Residential Vacant Lands. Additionally, an administration fee of
$25.00 is assessed for processing and recording of Quick Claim deed
to successful bidder. These fees support the 2006 Fiscal Budget and
are the same as it was for 2005. Motion carried unanimously by roll
call vote.
(10-27-06-05) Motioned by O’Steen second by Montgomery to
approve a $200.00 Zoning Changes and/or Variances Plus required cost
of publishing legal notices. Currently said publishing cost is
estimated at $400.00 to $450.00 each for an initial fee of $650.00
for a Variance and $1,000.00 for Request Change. These fees are in
support of the 2006 Fiscal Budget. In 2005 the fee for both Zoning
Changes & Variances were charged at $160.00 each, and the Township
absorbed all publishing costs. Motion carried unanimously by roll
call vote.
(10-27-07-05) Motioned by Montgomery second by Martin to
approve $500.00 for Developmental and Pilot Projects, plus required
cost of publishing legal notices. Currently said publishing cost is
estimated at $450.00 each for an initial fee of $950 for a
Developmental Plan and $1,400.00 for a Pilot Project. These fees are
in support of the 2006 Fiscal Budget. There was no cost or fees for
these projects in 2005 or previous years and the Township absorbed
all administration, processing and publishing cost associated with
these projects. Motion carried unanimously by roll call vote.
(10-27-08-05) Motioned by Martin second by Montgomery to
approve a $300.00 for Industrial Facilities Tax (IFT) Abatement
Application Fee, plus required cost of publishing legal notices.
Currently said publishing cost is estimated at $400.00 each for an
initial fee of $1,100. This fee is in support of the 2006 Fiscal
Budget. There was no cost or fees for IFT’s in 2005 or previous
years and the Township absorbed all administration, processing and
publishing cost associated with these applications. Motion carried
unanimously by roll call vote.
(10-27-09-05) Motioned by Martin second by Montgomery to
approval of $40.00 for Act 116 Applications & Other Miscellaneous
Applications processed by the Township Assessor, plus any required
cost of publishing legal notices when applicable. Currently there no
publishing costs associated with the Act 116 application process.
This fee is in support of the 2006 Fiscal Budget. There was no cost
or fees for Act 116 or Misc. applications in 2005 or previous years
and the Township absorbed all administration, processing and cost
associated with this application. Motion carried unanimously by roll
call vote.
(10-27-10-05) Motioned by Orange second by Martin to approve
of Mid-Year Splits and Combinations in the amounts of: $100.00 for a
single parcel split or two-parcel or part combination; and $50.00
each for multiple parcel involvement. Single non-mid-year Splits &
Combinations remain at $50.00 each parcel split, and $25.00 combined
parcel. These fees are in support of the 2006 Fiscal Budget. The
2005 budget provided not differences between year-end and mid-year
splits. Motion carried unanimously by roll call vote.
Motioned by Orange second by Martin to discuss the Proposed 2006
Fiscal Year Budget. Motion carried unanimously.
Board of Trustees discussed Proposed 2006 Fiscal Year Budget.
ADJOURNMENT: Motioned by Martin second by Montgomery to
adjourn the meeting at 8:23 p.m. Motion carried unanimously.
