Regular Board Meeting
November 14, 2005

Clerk Montgomery called the Board Meeting to order at 7:00 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

MEMBERS PRESENT Clerk Montgomery, Treasurer Williams, Trustee Martin, Trustee Carter, Trustee Orange and Trustee O’Steen.

MEMBERS ABSENT Supervisor Parker

Motioned by Martin second by O’Steen to open the public hearing at 6:30 p.m. Motion carried unanimously.

6:30 P.M. Public Hearing of Proposed Budget for Fiscal Year 2006

Motioned by Martin second by Orange to close the public hearing at 6:45 p.m. Motion carried unanimously.

Motion by Montgomery second by Martin that Trustee Carter Chair the meeting in the absence of Supervisor Parker. Motion carried unanimously.

(11-14-01-05) Motioned by Martin second by Orange for the approval to conduct a public hearing for 2006 Proposed Budget to be held on Monday, November 14, 2005 from 6:30 p.m. – 6:45 p.m. Motion carried unanimously.

(11-14-02-05) Motioned by Orange second by Martin for the approval of the October 24, 2005 Regular Board Meeting Minutes and the October 27, 2005 Special Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(11-14-03-05) Motioned by Martin second by O’Steen for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $291,761.90

Sewer Fund $ 40,960.15

Water Fund $ 55,200.02

Motion carried unanimously by roll call vote.

(11-14-04-05) Motioned by Martin second by O’Steen to approve and adopt the budget for Fiscal Year 2006. Motion carried unanimously by roll call vote.

(11-14-05-05) Motioned by Martin second by Williams to consider, approve and adopt the resolution regarding the installment purchase agreement for the Towerline Road water main. Motion carried unanimously by roll call vote with Clerk Montgomery voting no.

(11-14-06-05) Motioned by Martin second by Montgomery to approve the first reading of Zoning Ordinance number 246 to amend tax parcel number 10-12-5-05-4007-000 commonly known as 4500 Crow Island from A-2, Agricultural to M-2, Industrial. Motion carried unanimously by roll call vote. Motion carried unanimously by roll call vote.

(11-14-07-05) Motioned by Montgomery second by Martin to approve the Subordination Agreement between Buena Vista Charter Township and Dorothy M. Braxton, owner of 2650 Towerline Road. Motion carried unanimously by roll call vote.

(11-14-08-05) Motioned by Martin second by O’Steen to consider and approve a renewal resolution for the annual permit for use of state right of way through the Michigan Department of Transportation. Motion carried unanimously by roll call vote.

(11-14-09-05) Motioned by Orange second by Martin to approve the use of Buena Vista Township’s allocation of thirty-six thousand dollars ($36,000) from Saginaw County Road Commission road allocation fund for the development of North Outer Drive. Motion carried unanimously by roll call vote.

(11-14-10-05) Motioned by Montgomery second by Martin to consider, approve and adopt the Social Security Number Policy Privacy for Buena Vista Charter Township that is required by the Michigan Social Security Number Privacy Act, Public Act 454 of 2004, MCL 445.81, to be effective immediately. Motion carried unanimously by roll call vote.

Motioned by Martin second by Montgomery to accept agenda items 11-14-11-05 through 11-14-18-05 collectively. Motion carried unanimously.

(11-14-11-05) Motioned by Martin second by Montgomery to receive and file the October 2005 Monthly Report from the Buena Vista Charter Township Police Department. Motion carried unanimously.

(11-14-12-05) Motioned by Martin second by Montgomery to receive and file the October 2005 monthly report from BVCT Fire Department. Motion carried unanimously.

(11-14-13-05) Motioned by Martin second by Montgomery to receive and file October 2005 monthly report for Buena Vista Charter Township Community Development Department. Motion carried unanimously.

(11-14-14-05) Motioned by Martin second by Montgomery to receive and file monthly reports for the Department of Public Works, Water Maintenance Department and Sewer Department for October 2005. Motion carried unanimously.

(11-14-15-05) Motioned by Martin second by Montgomery to receive and file the monthly report from the Parks and Recreation Department for September 2005. Motion carried unanimously.

(11-14-16-05) Motioned by Martin second by Montgomery to receive and file the monthly minutes from Saginaw Metropolitan Area Transportation Study (SMATS) for October 2005. Motion carried unanimously.

(11-14-17-05) Motioned by Martin second by Montgomery to receive and file the monthly minutes from Saginaw Area Water Authority (SASWA) for October 2005. Motion carried unanimously.

(11-14-18-05) Motioned by Martin second by Montgomery to receive and file the monthly report from Wade Trim for September 2005. Motion carried unanimously.

Treasurer Williams: I just have one. I talked with the Manager with the possibility in seeing if their could be some training and security in the front and also with things happening in the area, maybe we can look at the possibility of getting some type of protective glass covering. So he had informed me that he will be checking on that.
