Regular Board Meeting
December 12, 2005
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter, Trustee
Orange and Trustee O’Steen.

AUDIENCE PARTICIPATION Mrs. Estella Brown
(12-12-01-05) Motioned by Orange second by Martin for the
approval of the November 28, 2005 Regular Board Meeting Minutes
of the Buena Vista Charter Township Board of Trustees. Motion
carried unanimously.
(12-12-02-05) Motioned by Carter second by Martin for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $137,763.28
Sewer Fund $ 30,646.40
Water Fund $ 31,893.26
Motion carried unanimously by roll call vote.
(12-12-03-05) Motioned by Carter second by Orange to approve
and file the 2006 Schedule for the Buena Vista Charter Township
Board of Trustees meetings. Motion carried unanimously by roll
call vote.
(12-12-04-05) Motioned by Martin second by Carter to approve
the resolution for the Installment Purchase Agreement with
National City Municipal Finance. Motion carried unanimously by
roll call vote with Clerk Montgomery voting no.
(12-12-05-05) Motioned by Carter second by Martin to approve
the resolution for construction bid and contract for Towerline
Road Watermain project. Motion carried unanimously by roll call
vote with Clerk Montgomery voting no.
Motioned by Montgomery second by Orange to accept and approve
the development of a resolution from Buena Vista Charter
Township to the newly developed coalition between Saginaw County
Chamber of Commerce, Saginaw Future, Inc. and Saginaw County
Vision 2020 regarding the recent Delphi Bankruptcy issues.
Motion carried unanimously by roll call vote.
Motioned by Montgomery second by Martin to accept agenda
items 12-12-07-05 through 12-12-14-05 collectively. Motion
carried unanimously.
Motioned by Montgomery second by Martin to receive and file
the November 2005 Monthly Report for the Buena Vista Charter
Township Police Department. Motion carried unanimously.
Motioned by Montgomery second by Martin to receive and file
the monthly report from the Buena Vista Charter Township Fire
Department for October 2005. Motion carried unanimously.
Motioned by Montgomery second by Martin to receive and file
the monthly report from the Department of Public Works, Waste
Water Department and Water Department for November 2005. Motion
carried unanimously.
Motioned by Montgomery second by Martin to receive and file a
memo from the Saginaw County Metropolitan Planning Commission
regarding Intersections Recommended for Safety Study. Motion
carried unanimously.
Motioned by Montgomery second by Martin to receive and file a
letter from the Saginaw County Road Commission regarding the
recent article in the Saginaw News. Motion carried unanimously.
Motioned by Montgomery second by Martin to receive and file a
letter from Michigan State Housing Development Authority (MSHDA)
regarding staff changes with Michigan Economic Development
Corporation (MEDC).
Motioned by Montgomery second by Martin to receive and file a
press release from MDOT regarding the draft 2006-2010 Five Year
Transportation Program. Motion carried unanimously.
Motioned by Montgomery second by Martin to receive and file
the monthly report for the Parks and Recreation Department for
November 2005. Motion carried unanimously.
Motioned by Martin second by Montgomery to add agenda items
12-12-15-05 and 12-12-16-05 to the agenda. Motion carried
unanimously.
Motioned by Martin second by Montgomery to accept and approve
Michael Rhoden’s application for appointment to the Planning
Commission. This appointment is to commence immediately. Motion
carried unanimously by roll call vote.
Motioned by Martin second by Montgomery to review and approve
an amendment to the current street lighting contract between
Consumers Energy and Buena Vista Charter Township. The amendment
would add street lighting at the end of Prueter Street at the
cost of $100.00 per light totaling $100.00. This fee would be
paid by Buena Vista Charter Township. Motion carried unanimously
by roll call vote.
TRUSTEE’S REPORT
Trustee Martin: Just a question to Dexter. I read in the
paper today where they had different things about the Buena
Vista Community Center and the information of the spa was
including in that. However, they stated a couple of weeks before
that the spa would be ready. I am saying if it would be feasible
when they are finished and completed that you would put it out
that the spa is ready so folks can know about it, especially the
senior citizens? Does that make sense?
To the manager, have we always been receiving minutes from
the Henry Brown Airport Committee? Are we going to receive the
information on a regular basis?
MANAGER’S REPORT
Mr. Williams: I have four. Saginaw County Airport Committee,
again you have that in front of you for the meeting on this
coming Wednesday at 4:00 p.m. This is a regular public meeting
and I request that we receive future minutes. Second is the
Public safety millage again it has been withdrawn until May of
2006. We still need it, however; again, we want to make sure
that all the T's are crossed and I’s dotted, the language we use
would be fitting for the public for review as well as having all
the meetings scheduled ahead of time. Last would be that the
State is funding removal of some gas tanks off of 2900 block of
Janes and 24th right next to Truevine Church. The Township owns
the property and it have been in the works for the last 5 years.
Truevine will be coming before the Board to request a purchase
of the property.

the meeting at 7:40 p.m. Motion carried unanimously.
