Supervisor Parker called the Board Meeting to order at 7:15
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.

Motioned by Carter second by Orange to open the public
hearing at 7:00 p.m. Motion carried unanimously.

Motioned by Martin second by Montgomery to close the public
hearing at 7:15 p.m. Motion carried unanimously.

regular board meeting at 8:02 p.m. Motion carried unanimously.
(02-27-01-06) Motioned by Orange second by Martin for the
approval of the February 13, 2006 Regular Board Meeting Minutes
of the Buena Vista Charter Township Board of Trustees. Motion
carried unanimously.
(02-27-02-06) Motioned by Martin second by Carter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $325,048.04
Sewer Fund $ 64,423.48
Water Fund $ 66,126.93
Motion carried unanimously by roll call vote.
(02-27-03-06) Motioned by Orange second by Martin to hold a
public hearing regarding the proposed method of selection for
the new Citizens District Council of Buena Vista Charter
Township which will be held on Monday, February 27, 2006 from
7:00-7:15 p.m. at 1160 S. Outer Drive, Saginaw, MI 48601. Motion
carried unanimously by roll call vote.
(02-27-04-06) Motioned by Carter second by Montgomery to
receive and file a memorandum from McKenna Associates detailing
the purpose of the Citizens District Council (CDC) and what the
functions of the CDC entails. Motion carried unanimously by roll
call vote.
Motioned by Martin second by Montgomery to add agenda items
02-27-05-06, 02-27-07-06 and 02-27-08-06 to the agenda. Motion
carried unanimously.
Motioned by Martin second by Carter to approve amending Buena
Vista Charter Township Ordinance Number 240 Buena Vista Senior
Homes, Section 9: Duration created for Erwin Properties, LLC, to
state "...provided that construction of the Housing Development
commences within two years from the effective date of this
Ordinance." This amendment allows one additional year for the
construction to begin. This amendment would become effective
immediately. Motion carried unanimously by roll call vote.
Motioned by Martin second by Williams to approve to establish
a Citizens District Council (CDC) composing of 12 members to be
appointed by Township Supervisor with Board of Trustees approval
with nominations accepted starting February 28-March 8, 2006 and
appointments to be made on March 13, 2006. Motion carried
unanimously roll call vote.
Motioned by Orange second by Martin to go into closed session
to review written legal opinion by Township Esquire. Motion
carried unanimously.
Board of Trustees went into Closed Session at 8:10 p.m.

Board meeting at 8:14 p.m. Motion carried unanimously.
TREASURER’S REPORT
Treasurer Williams: I just have a few things that came across
that I support and I am asking everyone to think about this.
Governor Jennifer Granholm is trying to get on the ballot of
increase that I am passing out the information to you on Minimum
Wage Increase. So just a FYI about that and um there is
something that I will be bringing to the next meeting. We are
going to have a million penny collection for the playscape. So
we are going to be raising a million pennies. It will be rolling
out with the media.
BOARD OF TRUSTEES REPORT
Trustee Martin: I just have one statement. Mattie Thompson,
who is the widow of Willie Thompson who passed away not to long
ago. The vice president of Delta College. She is also a Board of
Trustee member of the Saginaw Board of Education. She offered
her services as a volunteer to help us with the Pancake
Breakfast for the Senior Citizens.
Trustee O’Steen: I just wanted to thank the Manger for
putting on the seminar last weekend in Frankenmuth. I think that
it was a great thing and we gotten to know each other with team
building. I just want to thank him again for putting that on. We
really appreciate you Mr. Manager.
Trustee Orange: I would like to concur with that to. I
enjoyed it even though I had to leave, but I even got a chance
to sit next to the Chief.
MANAGER’S REPORT
Mr. Williams: I have several. I have passed the Board a
packet. First are our public safety millage public forums dates.
We’re going to have five, starting March 15, 2006 from 6:30 to
7:30 p.m, the next one following that is March 23, 2006,
following that April 4, 2006 and following that is April 13,
2006 and April 27, 2006 which close at the Public Safety
Building. Our customer complaint log for 2006 as well as 2005.
The highlighted yellow means that it is completed, white means
in process and if it is gray it means that the complaint forms
has not been brought back or completed. Next, we have an update
from the Volunteers of America that is the unit housing being
built by Volunteers of America funded through HUD. Next, the
Saginaw Leadership Business after Hours information is coming up
this week.
