Regular Board Meeting
March 13, 2006
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.

Trustee Martin, Trustee Carter and Trustee Orange.

(03-13-01-06) Motioned by Martin second by Orange for the
approval of the
February 27, 2006 Regular Board Meeting Minutes and the March
1, 2006 Special Board Meeting Minutes of the Buena Vista Charter
Township Board of Trustees. Motion carried unanimously.
(03-13-02-06) Motioned by Carter second by Martin for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $144,339.55
Sewer Fund $ 21,413.77
Water Fund $ 16,047.98
Motion carried unanimously by roll call vote.
(03-13-03-06) Motioned by Martin second by Carter to approve
to enter into an agreement regarding a Judicial Consent Order (JCO
with the Michigan Department of Environmental Quality (MDEQ)
regarding the Buena Vista Charter Township Waste Water Treatment
Plant. Motion carried unanimously by roll call vote.
(03-13-04-06) Motioned by Martin second by Carter to approve
the resolution honoring Mrs. Irma Hallmann Lange as a recipient
of Buena Vista Charter Township’s "80th" Milestone Award. Motion
carried unanimously.
(03-13-05-06) Motioned by Martin second by Carter to approve
the resolution honoring Mr. Charlie Jones as a recipient of
Buena Vista Charter Township’s "80th" Milestone Award. Motion
carried unanimously.
Motioned by Carter second by Martin to accept agenda items
03-13-06-06 through 03-13-11-06 collectively. Motion carried
unanimously.
(03-13-06-06) Motioned by Carter second by Martin to receive
and file the February 2006 Monthly Report for the Buena Vista
Charter Township Police Department. Motion carried unanimously.
(03-13-07-06) Motioned by Carter second by Martin to receive
and file the February 2006 Monthly Report for the Buena Vista
Charter Township Fire Department. Motion carried unanimously.
(03-13-08-06) Motioned by Carter second by Martin to receive
and file the monthly report for the Water Maintenance
Department, Sewer Department and the Department of Public Works
for February 2006. Motion carried unanimously.
(03-13-09-06) Motioned by Carter second by Martin to receive
and file the monthly report for the Parks and Recreation
Department for February 2006. Motion carried unanimously.
(03-13-10-06) Motioned by Carter second by Martin to receive
and file the monthly report for the Saginaw Area Storm Water
Authority (SASWA) for February 2006. Motion carried unanimously.
(03-13-11-06) Motioned by Carter second by Martin to receive
and file correspondence from the Saginaw County Commission of
Aging dated March 6, 2006. Motion carried unanimously.
Motioned by Martin second by Orange to add agenda item
03-13-12-06 to the agenda. Motion carried unanimously.
Motioned by Carter second by Martin to approve the Citizens
District Council Resolution extension from March 13, 2006 to
April 3, 2006. Motion carried unanimously by roll call vote.
SUPERVISOR’S REPORT
Supervisor Parker: I have nothing, but one announcement and
that is with the Board of Directors of STARS, Saginaw Transit
Authority is pleased to announce the Grand Opening of the New
Rosa Parks Transport Plaza. They’re going to have a celebration
located at 615 Johnson, Monday, March 27, 2006 at 1:30 p.m.
Please join us for a brief ceremony with light refreshments and
to RSVP, the number is 907-4024 to RSVP by March 17, 2006.
That’s all I have.
BOARD OF TRUSTEES REPORT
Trustee Martin: I just like to say two things. Firstly, the
communication that we receive on for the Commission of Aging
regarding volunteering for those couples of hours delivering
meals to the senior citizens. I just wanted to ask the Board if
anyone could make that date to please participate, because
there’s a feeling that you get from doing something like this
and it is a real pleasure and I would hope that you would
participate. Number 2, I don’t want the Board to think that
senior citizens are just ignoring being present for a
significant thing such as awarding resolutions for obtaining the
age of 80. However, being that a person that has worked with
these people for the last 36 years, a lot of them do not drive
at night and some of them are fooling you telling you that they
don’t drive but you have to accept that. Sometime they have
things that they have to do and they don’t want to be away from
there wives and different things. But anyway, it’s a lot of
problems, and just wanted to know that we are not ignoring your
request for them to be present so that we could acknowledge.
However, at the pancake breakfast that’s were we announce and
read the proclamation in the midst of maybe 100 senior citizens
or whatever, so anytime you want to you will always have a
standing invitation. You know that you have so just come. The
next pancake breakfast would be this Saturday and it starts at
9:30 in the morning and God willing, I am going to start on time
and have the resolutions read to the people on time and if
people come and participate.
Trustee Orange: I would like to apologize to the Board and
especially to our Police Chief and Fire Chief for not inviting
them to Victorious Believers Annual Prayer Breakfast cause whose
who in the County generally attends and I don’t how they were
overlooked cause we have every other entity with various and we
will make sure that they are invited next time.
MANAGER’S REPORT
Mr. Williams: I have one. Just extend an invitation to our
Public. To our first Public Safety Forum which will be at the BV
Community Center on this coming Wednesday from 6:30 – 7:30 p.m.
We will discuss our 2.0 Millage Proposal request.
OLD BUSINESS
Treasurer Williams: I just wanted to comment about last week
the Manager gave us a report on the Customer Complaint and I
just wanted to say I think that you a doing a great job and also
heard some public comments about the lights being put up this
week. So, good job with the process.

the meeting at 7:25 p.m. Motion carried unanimously.
