Regular Board Meeting
June 12, 2006

Clerk Montgomery called the Board Meeting to order at 7:00 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

Motioned by Montgomery second by Martin that Trustee Carter Chair the meeting in the absence of Supervisor Parker. Motion carried unanimously.

(06-12-01-06) Motioned by Orange second by Carter for the approval of the

May 22, 2006 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(06-12-02-06) Motioned by Martin second by Montgomery for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $209,827.17

Sewer Fund $ 22,886.52

Water Fund $ 72,773.09

Motion carried unanimously by roll call vote.

Motioned by Martin second by Williams to move agenda item 06-12-07-06 to agenda item 06-12-03-06. Motion carried unanimously.

(06-12-03-06) Motioned by Martin second by Montgomery to approve the resolution honoring Mr. Henderson Delaney as a recipient of Buena Vista Charter Township’s "80th" Milestone Award. Motion carried unanimously by roll call vote.

(06-12-04-06) Motioned by Montgomery second by Martin to consider, approve to sell Buena Vista Charter Township owned property being parcel #10-12-5-20-4708-000; Lot 168 and ½ of Lot 167 James Manor Subdivision, in the amount of $150.00 plus filing and administration fees of not less than $25.00; to Mr. & Mrs. Oscar L. & Annie M. McDole of 642 South 31st Street. This parcel is located at 641 S. 31st Street, and is directly across the street from purchaser’s property. Motion carried unanimously by roll call vote.

(06-12-05-06) Motioned by Orange second by Martin to approve and adopt a Franchise Extension Agreement resolution with Charter Communication and Buena Vista Charter Township that will be extended through December 31, 2007. Motion carried unanimously by roll call vote.

(06-12-06-06) Motioned by Montgomery second by Martin to approve and adopt a resolution designating Americana Bowling Alley as urban blight and public nuisance. Motion carried unanimously by roll call vote.

(06-12-07-06) Motioned by Martin second by Orange to approve the resolution honoring Mr. Loston Arnold as a recipient of Buena Vista Charter Township’s "80th" Milestone Award. Motion carried unanimously by roll call vote.

Motioned by Martin second by Montgomery to accept agenda items 06-12-08-06 through 06-12-13-06 collectively. Motion carried unanimously.

(06-12-08-06) Motioned by Martin second by Montgomery to receive and file the Township Manager’s new Executive Administrative Assistant, Atonya F. Patterson, credentials. Motion carried unanimously.

(06-12-09-06) Motioned by Martin second by Montgomery to receive and file the May 2006 Monthly Report for the Buena Vista Charter Township Police Department. Motion carried unanimously.

(06-12-10-06) Motioned by Martin second by Montgomery to receive and file the May 2006 Monthly report for the Buena Vista Charter Township Fire Department. Motion carried unanimously.

(06-12-11-06) Motioned by Martin second by Montgomery to receive and file notice from Saginaw County Road Commission who will be hosting a paving demonstration on June 13th and 14th at the northeast corner of Bell Road and Towerline Road from 11:00 a.m. thru 1:00 p.m. weather permitting. Motion carried unanimously.

(06-12-12-06) Motioned by Martin second by Montgomery to receive and file an article from MTA regarding the State Appropriation Process involving revenue sharing. Motion carried unanimously by roll call vote.

(06-12-13-06) Motioned by Martin second by Montgomery to receive and file the monthly report from the Saginaw Area Storm Water Authority for May 2006. Motion carried unanimously.

Motioned by Montgomery second by Martin to add agenda items 06-12-14-06 and 06-12-15-06 to the agenda. Motion carried unanimously.

Motioned by Martin second by Montgomery to receive and file the Buena Vista Charter Township’s 2005 Annual Audit Report presented by Yeo and Yeo Consultants. Motion carried unanimously.

Motioned by Martin second by Williams to approve to enter into an agreement to resurface and improve Munger Road with an estimate cost of $168,000.00 with Portsmouth Township, Bay County Road Commission, Saginaw County Road Commission and Buena Vista Charter Township. The cost will be split four (4) ways, 25% being paid by each of the two Road Commissions and each of the Townships. Please note: Buena Vista Charter Township share of the cost will be $27,300.00 (after Saginaw County Road Commission pays 35% of $42,000.00 ($14,700) and BVCT will pay 65% or $27,300.00. Motion carried unanimously by roll call vote.

MANAGER’S REPORT

Mr. Williams: I have one, I just handed out the May 2006 Budget vs. Actual Expenses for the month of May. We should be at roughly 42% and actual to date we are at 38% which is 3% below budget.
