BUENA VISTA CHARTER TOWNSHIP
Regular Board Meeting
July 10, 2006

Supervisor Parker called the Board Meeting to order at 7:00 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

MEMBERS PRESENT Supervisor Parker, Clerk Montgomery, Treasurer Williams, Trustee Martin, Trustee Carter, Trustee Orange and Trustee O’Steen.

MEMBERS ABSENT None

(07-10-01-06) Recommend Board of Trustees approval of the June 26, 2006 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(07-10-02-06) Motioned by Carter second by Martin to review and approve the statements for accounts payable and payroll as listed below:

General Fund $125,293.18

Sewer Fund $ 42,273.45

Water Fund $ 58,273.86

Motion carried unanimously by roll call vote.

(07-10-03-06) Motioned by Martin second by Orange for approval to sell Buena Vista Charter Township owned parcel #10-12-5-17-1047-000; Section 17, Town 12 North, Range 5 East, for the amount of $100.00 plus filing and administration fees of not less than $25.00; to Mr. Eugene A. Bates of 449 South 21st Street. This parcel is located at 3035 Delores. Buyer is seeking to locate a mobile home on this property. Tabled for next Board Meeting; Motion carried unanimously by roll call vote.

(07-10-04-06) Motioned by Martin second by Williams for approval to sell Buena Vista Charter Township owned property; parcel #10-12-5-32-1444-000; Lot 144 Sunnyside Park Subdivision, in the amount of $100.00 plus filing and administration fees of not less than $25.00; to Mr. George Buckley, 2532 Plant Street. This parcel is a vacant lot located at 4500 Wisner and purchaser is seeking this parcel for investment purposes. Questions and comments by Martin & O’Steen. Motion carried by roll call vote. Parker, Williams, Martin, O’Steen: YES. Montgomery, Carter, and Orange: NO.

(07-10-05-06) Motioned by Martin second by Orange for approval to sell Buena Vista Charter Township owned parcel #10-12-5-17-1061-000; Section 17, Town 12 North, Range 5 East, for the amount of $100.00 plus filing and administration fees of not less than $25.00; to Bethel A.M.E. Church of 535 Cathay Street. This parcel is located at 3059 Delores. Buyer is seeking to trade this parcel with proposed purchaser of 3035 Delores with other church owned parcel. Tabled for next Board Meeting. Carried unanimously by roll call vote.

(07-10-06-06 Motioned by Montgomery second by O’Steen to approve the resolution honoring Mr. John Broadnax as a recipient of Buena Vista Charter Township "80th" Milestone Award. Motion carried unanimously.

(07-10-07-06) Motioned by Martin second by Carter to approve the resolution honoring Mrs. Lela Malone as a recipient of Buena Vista Charter Township "80th" Milestone Award. Motion carried unanimously.

(07-10-08-06) Motioned by Martin second by Montgomery to receive and file the June 2006 Monthly Report for the Buena Vista Charter Township Police Department. Motion carried unanimously.

(07-10-09-06) Motioned by Martin second by Montgomery to receive and file the monthly report for the Buena Vista Charter Township Fire Department for June 2006. Motion carried unanimously.

(07-10-10-06) Motioned by Martin second by Montgomery to receive and file the monthly report for the Department of Public Works, Sewer Department and Water Maintenance Department for June 2006. Motion carried unanimously.

(07-10-11-06) Motioned by Martin second by Montgomery to receive and file the monthly report for the Parks and Recreation Department for June 2006. Motion carried unanimously.

(07-10-12-06) Motioned by Martin second by Montgomery to receive and file communication from International Conference Shopping Centers, conference for July 12-13, 2006. Motion carried unanimously.

(07-10-13-06) Motioned by Martin second by Montgomery to receive and file letter dated June 23, 2006 from Mackinac Center for Public Policy in reference to a symposium to be held on July 18, 2006 from 12noon to 1:30 p.m. at the Doubletree Hotel in Bay City, MI. Motion carried unanimously.

(07-10-14-06) Motioned by Martin second by Montgomery to receive and file invitation to Erwin Senior Estates Ground Breaking Ceremony on July 14, 2006 at 11:30 a.m. on Dixie Highway and Farmer Street behind Auto Zone. Motion carried unanimously.

(07-10-15-06) Motioned by Martin second by Montgomery to receive and file communication from STARS, for implementing transportation for seniors. Motion carried unanimously.

(07-10-16-06) Motioned by Martin second by Montgomery to receive and file communication from Saginaw County Land Bank Authority. Motion carried unanimously.

(07-10-17-06) Motioned by Martin second by Montgomery to receive and file communication from Michigan Township News regarding Grant Resources. Motion carried unanimously.

(07-10-18-06) Motioned by Martin second by Montgomery to receive and file communication from Michigan Municipal Review regarding Roundabouts. Motion carried unanimously.

(07-10-19-06) Motioned by Martin second by Montgomery to receive and file communication from Michigan Township News regarding Local Government Cable Franchising. Motion carried unanimously.

(07-10-20-06) Motioned by Martin second by Montgomery to receive and file upcoming events flyer from Saginaw County Chamber of Commerce. Motion carried unanimously.

(07-10-21-06) Motioned by Martin second by Montgomery to receive and file letter dated May 13, 2006 from Michigan Municipal League in reference to file no. 100GL0617515. Motion carried unanimously.

Motioned by Martin second by Orange to add agenda item (07-10-22-06)

(07-10-22-06) Motioned by Martin second by Orange to approve to go into closed session for the purpose of discussing a written legal opinion by council for the Township.

The Board of Trustees went into Closed Session at 8:20 p.m.

Motioned by Martin second by Orange to reconvene the Regular Board Meeting at 8:50 p.m. Motion carried unanimously.

COMMITTEE REPORTS

Supervisor Parker: Personnel Committee met while I was out of town. There is a new evaluation tool that will be coming back to you department heads as well as trustees, so please complete for the Township Manager.

SUPERVISOR’S REPORT

Supervisor Parker: I was approached by at least three candidates who are running for office: County Commissioner, State Rep., and specifically would like to come before the Township Board, introduce themselves and state their particular platform. They will have two minutes just like every other person that we have. I wanted to come back to this board to get your favor on that.

Secondly, the CDC met twice now. We had the second meeting last month. It’s going well. Selected officers; Rodney Merrill is President of the CDC, Our own Gregory Dietrich is the Vice Chair of the CDC, Bruce McKinney is the Secretary of the CDC.

What I would like to do Mr. Manager is, we are long overdue ( the board)for a joint meeting with the DDA and the Township Board we would like the CDC also for this meeting to have somewhat of a workshop, joint meeting, update on our downtown development project. Is that alright?

Lastly, there is a public forum called (this coming Saturday) No Boundaries Public Officials or ….Police Millage 12 noon Hoyt Library 3pm, 3 to 5, Saturday, the 15th at Hoyt library. I think it would be a great opportunity for us to go and hear both sides because there going to be both sides. That’s something that we should be present on. And that’s all I have on the Supervisors Report.

CLERK’S REPORT

Clerk Montgomery: Everybody look at their calendar of events that is always located in the front of the building. We’ve never been in it before, so I guess we really haven’t had a big reason to, but we are and were going to be in it hence forth and forever more, hopefully: with all of our annuals. So, our Buena Vista Cook Off has its first public notice… (Remarks by Supervisor Parker)

 

MANAGER’S REPORT

Manager Williams: Brownfield Redevelopment Authority is rescheduled to next Tuesday the 18th at 6p.m.That regular scheduled meeting will be held the second Wednesday of August, but this month it is rescheduled. Also, again coming up our 15th annual Rib Cook Off July 22nd and 23rd, features Ronnie Love the Sensational Sounds of The Drifters along with Sharee Williams & many other artist. We have a dunk tank we’d like the officials to participate (Remarks by several board members) we are looking forward to it. Again that’s this Saturday!
