Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.

Motioned by Martin second by Ritter to open the Public
Hearing at 6:30 p.m. Motion carried unanimously.
6:45 p.m. Public Hearing – Proposed 2007 Budget
Motioned by Martin second by Ritter to close the Public
Hearing at 6:45 p.m. Motion carried unanimously.

(10-23-01-06) Motioned by Martin second by Carter for the
approval of the
October 2, 2006 Special Board Meeting Minutes, October 9,
2006 Regular Board Meeting Minutes and the October 17, 2006
Special Board Meeting Minutes of Buena Vista Charter Township
Board of Trustees. Motion carried unanimously.
(10-23-02-06) Motioned by Martin second by Ritter to
conduct a public hearing for the Proposed 2007 Budget to be held
on Monday, October 23, 2006 from 6:30 p.m. – 6:45 p.m. Motion
carried unanimously.
(10-23-03-06) Motioned by Orange second by Martin for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $167,297.96
Sewer Fund $ 15,442.06
Water Fund $ 13,439.65
Motion carried unanimously by roll call vote.
(10-23-04-06) Motioned by Carter second by Ritter to
approve the Buena Vista Charter Township 2006 Tax Millage Rates
which supports the 2007 Fiscal Year Budget with the millage
rates of: 4.9618 Mills for General Operations; 6.0000 Mills for
Police & Fire Operations; and 1 Mill for Community Center
Operations; for a total 2006 Property Tax Rate of: 11.9618 per
1000 Dollars of Taxable Value. These rates are four mills
greater than the 2005 levy. Motion carried unanimously by roll
call vote.
(10-23-05-06) Motioned by Montgomery second by Martin to
approve of $16.00 Fee per each parcel of land for Brush Pick-Up
and $146.00 Fee per each household for Refuse Collection for
2006 Tax Year to support the 2007 Fiscal Year Budget. These
rates include cost for services, administrative, depreciation
recovery and miscellaneous clean-up expenses including the
Townships Annual Spring Clean-Up Day. These fees are the same as
they were for 2006 budget. Motion carried unanimously by roll
call vote.
(10-23-06-06) Motioned by Montgomery second by Ritter to
approve of a $75.00 per lot charge for Weed cutting, effective
January 1, 2007 in support of the 2007 Fiscal Year Budget. This
fee is the same as it was for the 2006. Motion carried
unanimously by roll call vote.
(10-23-07-06) Motioned by Orange second by Martin to
approve of $100.00 as Minimum Bid per Lot of Township Owned
Excess Residential Vacant Lands. Additionally, an administration
fee of $25.00 is assessed for processing and recording of Quick
Claim deed to successful bidder. These fees support the 2007
Fiscal Year Budget and are the same as those of 2006. Motion
carried unanimously by roll call vote.
(10-23-08-06) Motioned by Carter second by Orange to
approve approval of $200.00 Zoning Changes and/or Variances Plus
required cost of publishing legal notices. Currently said
publishing cost is estimated at $400.00 to $450.00 each for an
initial fee of $650.00 for a Variance and $1,000.00 for Request
Change. These fees are in support of the 2007 Fiscal Budget and
are the same as were for 2006. Motion carried unanimously by
roll call vote.
(10-23-09-06) Motioned by Ritter second by Martin to
approve of $500.00 for Developmental and Pilot Projects, plus
required cost of publishing legal notices. Currently said
publishing cost is estimated at $450.00 each for an initial fee
of $950.00 for a Development Plan and $1,400.00 for a Pilot
Project. These fees are in support of the 2007 Fiscal Budget and
are the same as in 2006. There were no new applications during
the 2006 calendar year. Motion carried unanimously by roll call
vote.
(10-23-10-06) Motioned by Montgomery second by Martin to
approve approval of Street Lighting Assessments for Tax Year
2006 for all 6 Lighting Districts in the amount of $15.44 per
chargeable parcel. This is in support of the 2007 Fiscal Budget,
and is no change from the 2006 Fiscal Year. Motion carried
unanimously roll call vote.
(10-23-11-06) Motioned by Ritter second by Martin to
approve of $300.00 for Industrial Facilities Tax (IFT) Abatement
Application Fee, plus required cost of publishing legal notices.
Currently said publishing cost is estimated at $200.00 each for
an initial fee of $500.00. This fee is in support of the 2007
Fiscal Budget and is the same as was for the 2006 budget. Motion
carried unanimously. Motion carried unanimously by roll call
vote.
(10-23-12-06) Motioned by Martin second by Carter to
approve of Mid-Year Parcel Splits in the amount of $100.00 for a
single parcel split and $50.00 each for multiple parcel
involvement. Single non-mid-year Splits remain at $50.00 each
parcel and there is No charge for combined parcels. These fees
are in support of the 2007 Fiscal Budget and are slight
adjustment from last year. Motion carried unanimously roll call
vote.
(10-23-13-06) Motioned by Orange second by Montgomery to
approval of $40.00 for Act 116 Applications & Other
Miscellaneous Applications processed by the Township Assessor,
plus any required cost of publishing legal notices when
applicable. These fees support the 2007 Fiscal Budget and are
the same as were charged in 2006. Motioned carried unanimously
by roll call vote.
(10-23-14-06) Motioned by Martin second by Williams to
approve and adopt the Buena Vista Charter Township Budget for
Fiscal Year 2007. Motion carried unanimously by roll call vote.
(10-23-15-06) Motioned by Martin second by Montgomery to
approve to proclaim that October 29th as "Change Your
Clock Change Your Battery Day" in Buena Vista Charter Township.
Please note: BV Fire Department is joining Energizer and the
International Association of Fire Chiefs in reminding citizens
to change their batteries in their smoke alarms. Motion carried
unanimously roll call vote.
Motioned by Martin second by Carter to accept agenda items
10-23-16-06 through 10-23-22-06 collectively.
(10-23-16-06) Motioned by Martin second by Carter to
receive and file the Township Manager’s selection for the New
Director of Buena Vista Charter Parks & Recreation, Eugene O.J.
Seals, at pay grade 10 entry level. Motion carried unanimously.
(10-23-17-06) Motioned by Martin second by Carter to
receive and file a further review and evaluation letter from the
Michigan Economic Development Corporation of Buena Vista’s grant
request under CDBG program for the Tower Line Road water
improvements. Motion carried unanimously.
(10-23-18-06) Motioned by Martin second by Carter to
receive and file Buena Vista Charter Township Voting Precincts &
Polling Locations. Motion carried unanimously.
(10-23-19-06) Motioned by Martin second by Carter to
receive and file the minutes from the Saginaw Area GIS Authority
regular meeting dated September 18, 2006. Motion carried
unanimously.
(10-23-20-06) Motioned by Martin second by Carter to
receive and file the September 2006 monthly report dated
September 20, 2006 from Saginaw Area Storm Water Authority.
Motion carried unanimously.
(10-23-21-06) Motioned by Martin second by Carter to
receive and file the October 2006 monthly report dated October
18, 2006 from Saginaw Area Storm Water Authority. Motion carried
unanimously.
(10-23-22-06) Motioned by Martin second by Carter to
receive and file Charter Communications updated service for
there business customers. Motion carried unanimously.
CLERK’S REPORT
Clerk Montgomery: Just want to remind everybody that the
Election is fast approaching and encourage everyone to get out
and vote and take someone with you.
MANAGER’S REPORT
Mr. Williams: Just wanted to remind that we are having the
ground breaking ceremony for the Volunteers of American this
coming Wednesday at 4516 Hess Avenue at 11:00 a.m. Also, I would
like to request a Special Board Meeting on November 2, 2006
which will include the DDA members as well as the Board of
Trustees at 6:00 p.m. There will be a special presentation from
Buxton Corporation. Also what you have in front of you is one
copy each of Saginaw County Road Commission Rules.
