February 26, 2007

Supervisor Parker called the Board Meeting to order at 7:30 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

MEMBERS PRESENT Supervisor Parker, Clerk Montgomery, Treasurer Williams, Trustee Martin, Trustee Carter, Trustee Orange, and Trustee Ritter.

MEMBERS ABSENT None

7:00 P.M. Public Hearing – Proposed Development Plan

Motioned by Martin second by Carter to close the public hearing at 7:15 p.m. Motion carried unanimously.

7:15 P.M. Public Hearing – Proposed Amended Development Plan

Motioned by Martin second by Carter to close the public hearing at 7:30 p.m. Motion carried unanimously.

February 12, 2007 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(02-26-02-07) Motioned by Carter second by Martin for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $250,194.63

Sewer Fund $ 36,325.80

Water Fund $ 63,337.09

Motion carried unanimously by roll call vote.

(02-26-03-07) Motioned by Orange second by Martin to approve to hold a public hearing at the Buena Vista Charter Township Hall on Monday, February 26, 2007 at 7:00 p.m. for the proposed adoption of a Development Plan and designation of a development area pursuant to P.A. 344 of 1945, Blighted Area Rehabilitation Act, as amended. Motion carried unanimously by roll call vote.

(02-26-04-07) Motioned by Martin second by Carter to approve to hold a public hearing at the Buena Vista Charter Township Hall on Monday, February 26, 2007 at 7:15 p.m. for the proposed adoption of the Amended Development Plan and Tax Increment Financing Plan for the Buena Vista Charter Township Downtown Development Area, pursuant to P. A. 197 of 1975, Downtown Development Authority, as amended. Motion carried unanimously by roll call vote.

(02-26-05-07) Motioned by Orange second by Montgomery to approve the resolution of adoption for the Town Center Development Area and Development Plan per Public Act 344 of 1945, as amended, "Blighted Area Rehabilitation." Motion carried unanimously by roll call vote.

(02-26-06-07) Motioned by Martin second by Williams to approve the introduction of an Ordinance to the Amended Development Plan and Tax Increment Financing Plan for the Buena Vista Charter Township Development Area. Motion carried unanimously by roll call vote.

(02-26-07-07) Motioned by Martin second by Ritter to approve lease agreement for two copies from Commercial Equipment Company for the monthly cost of $418.25 plus maintenance charge of .0072 per copy black/white and .072 per copy for color. Motion carried unanimously by roll call vote.

(02-26-08-07) Motioned by Martin second by Ritter to approve the proposal from Bendzinski & Co. Municipal Finance Advisors to prepare a Water and Wastewater Rate Study for the Charter Township of Buena Vista in the amount not to exceed $20,250.00. Motion carried unanimously by roll call vote.

Motioned by Martin second by Montgomery to accept agenda items 02-26-09-07 through 02-26-12-07) collectively. Motion carried unanimously.

(02-26-09-07) Motioned by Martin second by Montgomery to receive and file the monthly report for the Parks & Recreation Department for January 2007. Motion carried unanimously.

(02-26-10-07) Motioned by Martin second by Montgomery to receive and file the Saginaw Area Storm Water Authority monthly meeting dated January 2007. Motion carried unanimously.

(02-26-11-07) Motioned by Martin second by Montgomery to receive and file the announcement of David R. Youngstrom, CPA, CVA from Yeo & Yeo has been elected a Principal. Motion carried unanimously.

(02-26-12-07) Motioned by Martin second by Montgomery to receive and file the congratulatory letter from DEQ that Buena Vista Charter Township was awarded the S2 Grant to improve the Sewer System. Motion carried unanimously.

SUPERVISOR’S REPORT

Supervisor Parker: I just have nothing but a hand out to pass to the Board members and it is nothing more that the 2006 Annual Report from the Office of the Sheriff of Saginaw County and it goes into information reflecting on the projects, training and criminal justice right here in town.

CLERK’S REPORT

Clerk Montgomery: I don’t have a report, but I want to make a comment. As Parker was saying about the residents, in the newspaper Buena Vista has finally, after I don’t know how many years been recognized as a Township and not as Exit 149B. And as what our Supervisor has stated in the newspaper, it’s been something that they have been working on since 1990 and I know that the Manager and myself and the Board for the last two years have worked diligently and we finally got it.

TREASURER’S REPORT

Treasurer’s Report: I just want to remind everyone and all taxpayers that February 28, 2007 which is Wednesday is the last day and to make sure that your 2007 Taxes are in. And after March 1, 2007 you will have to pay your taxes at the Saginaw County Courthouse, 111 S. Michigan Avenue, Saginaw, MI 48602.

BOARD OF TRUSTEES REPORT

Trustee Martin: First of all, I would just like to say to my fellow colleagues and including Chief Lynch and Brother Jackson. I would like to thank you for my Birthday card and I would like for you to know that it gets tougher and tougher but it is not quite time to go.

MANAGER’S REPORT

Mr. Williams: The Board has Saginaw Future, Inc. and DDA Annual Report before you as well as the Black History Program this coming Wednesday honoring all African American Elected Officials in Saginaw County at 6 p.m. at the Community Center.
