BUENA VISTA CHARTER TOWNSHIP
Regular Board Meeting
March 26, 2007

Supervisor Parker called the Board Meeting to order at 7:15 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

MEMBERS PRESENT Supervisor Parker, Clerk Montgomery, Treasurer Williams, Trustee Martin, Trustee Orange, Trustee Carter and Trustee Ritter

MEMBERS ABSENT None

7:00 P.M. Public Hearing – Industrial Facilities Exempt – Triple M Tire, Inc.

Motioned by Martin second by Carter to close public hearing at 7:15 p.m. Motion carried unanimously.

AWARDS/PRESENTATIONS None

AUDIENCE PARTICIPATION None

(03-26-01-07) Motioned by Ritter second by Carter to approve the March 12, 2007 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(03-26-02-07) Motioned by Williams second by Orange for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $186,209.87

Sewer Fund $ 20,885.79

Water Fund $ 67,774.02

Motion carried unanimously by roll call vote.

(03-26-03-07) Motioned by Montgomery second by Carter to receive and file the Mid Michigan Waste Authority "MMWA" Resident complaint log and frequently asked solid waste questions. Motion carried unanimously.

Motioned by Montgomery second by Martin to accept agenda items 03-26-04-07 through 03-26-09-07 collectively. Motion carried unanimously.

(03-26-04-07) Motioned by Montgomery second by Martin to receive and file the H. W. Browne Airport meeting notice for Wednesday, March 28, 2007 at 4:00 p.m. at the Pilot Lounge at Saginaw County H. W. Browne Airport and a schedule of the quarterly meeting. Motion carried unanimously.

(03-26-05-07) Motioned by Montgomery second by Martin to receive and file the 1st reading of the 2006 International Fire Code. Motion carried unanimously.

(03-26-06-07) Motioned by Montgomery second by Martin to receive and file STARS Annual Financial Report, Fiscal year ending September 30, 2006. Motion carried unanimously.

(03-26-07-07) Motioned by Montgomery second by Martin to receive and file the Foster, Swift, Collins and Smith P. C. Township Law newsletter for February 2007. Motion carried unanimously.

(03-26-08-07) Motioned by Montgomery second by Martin to receive and file the Capitol Currents official publication of the Michigan Townships Association. Motion carried unanimously.

(03-26-09-07) Motioned by Montgomery second by Martin to receive and file the Saginaw County Commission on Aging celebrating MAY as Volunteer Recognition Month with a special event called "Big Wheels – Bring Meals" on May 1, 2007 from 10:00 a.m. to 12 noon. Motion carried unanimously.

Motioned by Martin second by Carter to add agenda item 03-26-10-07 to the agenda. Motion carried unanimously.

Motioned by Martin second by Carter to approve resolution for Industrial Facilities Exemption Certificate for Triple M Tire Incorporated request for PA198 personal and real property tax abatement for a period of 6 years in the amount of $606,805 whose common location is 4265 E. Holland Road. Motion carried unanimously by roll call vote.

SUPERVISOR’S REPORT

Supervisor Parker: I just simply have one and it’s related to the announcement that I made at the Committee of the Whole. Again, I think that it is important that we keep our eyes and keep in on the radar screen about this revenue sharing. If you were to take a look at the first paragraph which talks about State Budget, battle lines to cut revenue sharing and their talking about some significant dollars within revenue sharing up to 10% statutory revenue sharing which we are a part of. We are literally in that company and so my thought is let’s stay on point with this to contact our State and Local County Officials to support this. MTA is saying no way and we should say the same thing and our State Legislative should say that same thing as well. We can’t afford to get a 10% hit of revenue sharing. So let’s keep our eyes on this.

BOARD OF TRUSTEES REPORT

Trustee Martin: I have two things. The first is, do you think that it would be feasible if this Board sends congratulations to SHS, the High for winning the State Championship. Number two, Mr. Manage, did you check on what I had talked to you about. The article in the Saginaw News that stated the State of Michigan was contemplating getting involved or providing money to invest in a Senior Citizens Outreach Project at the Americana Lanes that we recently tore down with the Brownfield Authority. Did you?

MANAGER’S REPORT

Mr. Williams: We rescheduled our Board Management Leadership Advance for April 27th and April 28th starting at 6pm with dinner in Frankenmuth Bavarian Inn and on the 28th at 8:00 a.m. breakfast and we will be out by 11:30 a.m.

OLD BUSINESS

Treasurer Williams: I just wanted to know how Prueter Street is coming along.

Mr. Williams: Prueter Street residents have met with Draining Commissioner Jim Koski on this past Wednesday provided updates for the residents. Where we are at currently I believe the Prueter Street project will take $200,000.00 and the Township will have a 25% share and it and the residents itself they will be $160,000.00 over a 10 year period. So basically the next step for residents would be the five signatures which are residents of Prueter and then turn those petitions in the Jim Koski.

ADJOURNMENT: Motioned by Martin second by Carter to adjourn the meeting at 7:40 p.m. Motion carried unanimously.
