Regular Board Meeting
April 9, 2007
Clerk Montgomery called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Clerk Montgomery, Treasurer Williams, Trustee
Martin, Trustee Carter, Trustee Orange and Trustee Ritter.
MEMBERS ABSENT Supervisor Parker
AWARDS/PRESENTATIONS Terry Duperon, Duperon Incorporated
AUDIENCE PARTICIPATION None
The Board of Trustees went into Closed Session at 6:30 p.m.
in place of the Committee of the Whole.
Motioned by Montgomery second by Martin that Trustee Carter
Chair the meeting in the absence of Supervisor Parker. Motion
carried unanimously.
(04-09-01-07) Motioned by Martin second by Carter for the
approval of the
March 26, 2007 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(04-09-02-07) Motioned by Martin second by Ritter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $295,718.52
Sewer Fund $ 44,907.76
Water Fund $ 27,033.53
Motion carried unanimously by roll call vote.
(04-09-03-07) Motioned by Martin second by Ritter to adopt
Buena Vista Charter Township Resolution designating Mrs.
Louberta Weathersby as "Woman of the Year" by Zeta Omega Zeta
Chapter of Zeta Phi Beta Sorority, Inc. on Saturday, April 21,
2007 at 11:00 a.m. at Bay Valley Resort on behalf of the fine
residents of Buena Vista Charter Township. Motion carried
unanimously by roll call vote.
Motioned by Martin second by Montgomery to accept agenda
items 04-09-04-07 through 04-09-11-07 collectively. Motion
carried unanimously.
(04-09-04-07) Motioned by Martin second by Montgomery to
receive and file the March 2007 Monthly Report for the Buena
Vista Charter Township Police Department. Motion carried
unanimously.
(04-09-05-07) Motioned by Martin second by Montgomery to
receive and file March 2007 monthly report for the Buena Vista
Charter Township Fire Department. Motion carried unanimously.
(04-09-06-07) Motioned by Martin second by Montgomery to
receive and file the monthly report for the Parks & Recreation
Department for March 2007. Motion carried unanimously.
(04-09-07-07) Motioned by Martin second by Montgomery to
receive and file the MTA update on Governors Revenue Sharing
Plan for Fiscal Year 2007-2008 that will begin October 1, 2007.
Motion carried unanimously.
(04-09-08-07) Motioned by Martin second by Montgomery to
receive and file the Saginaw County Road Commission meeting
which will be held at James Township Hall on Wednesday, April
11, 2007 at 7:00 p.m. to discuss the 2007 programs. Motion
carried unanimously.
(04-09-09-07) Motioned by Martin second by Montgomery to
receive and file the Saginaw County Mosquito Abatement
Commission regarding Bti Briquet and Granules program compliance
procedures. Motion carried unanimously.
(04-09-10-07) Motioned by Martin second by Montgomery to
receive and file the Saginaw Area Storm Water Authority monthly
meeting dated March 21, 2007. Motion carried unanimously.
(04-09-11-07) Motioned by Martin second by Montgomery to
receive and file minutes for the Saginaw Area GIS Authority’s
April 2, 2007 Board Meeting. Motioned carried unanimously.
Motioned by Martin second by Orange to add agenda items
04-09-12-07 and 04-09-13-07 to the agenda. Motion carried
unanimously.
(04-09-13-07) Motioned by Martin second by Orange to approve
General Funding Finance as lowest bidder and lender for three
(3) year installment purchase agreement in the amount of
$254,979.80 at 4.62%. Motion carried by roll call vote.
CLERK’S REPORT
Clerk Montgomery: Had comments regarding Township’s Budget.
TREASURER’S REPORT
Treasurer Williams: We finished most of the auditing in the
Treasurer’s Department. I don’t having any other reports.
TRUSTEE’S REPORT
Trustee Martin: I have one thing; I just want to say that I
personally want to commend the Buena Vista Police Department on
a job well done. I think you might know what I am talking about.
Again I repeat we at Buena Vista are very proud of our Public
Safety Entities. So, kudos to you.
Trustee Orange: I just got a small thing, just wanted to let
the Board know that we had an agenda item with the Planning
Commission regards to a legal issue regarding resident on
Prueter Street to change an Adult Foster care from Residential-2
to Residential-3. They have legal council representing and they
will probably come to us regard to the Planning Commission
turning it down.
MANAGER’S REPORT
Mr. Williams: The BRA Meeting for this month has been
postponed to May 9, 2007. As well, we will be recognizing the
Class A State Champions, Saginaw High on our next regular
scheduled meeting on April 23, 2007. A just a reminder again, we
will have our Leadership Advance on April 27th through 28th in
Frankenmuth.
ADJOURNMENT: Motioned by Martin second by Orange to adjourn
the meeting at 7:35 p.m. Motion carried unanimously.
