Regular Board Meeting
April 23, 2007
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter, Trustee
Orange and Trustee Ritter.
MEMBERS ABSENT None

(04-23-01-07) Motioned by Orange second by Martin for the
approval of the
April 9, 2007 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(04-23-02-07) Motioned by Martin second by Carter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $219,259.43
Sewer Fund $ 16,113.72
Water Fund $ 90,643.51
Motion carried unanimously by roll call vote.
(04-23-03-07) Motioned by Martin second by Montgomery to
approve an amended Resolution of Necessity and Declaration of
Taking in the amount of $1,855,000.00 (Town Center Development
Area.)
Motioned by Martin second by Montgomery to table agenda item
04-23-03-07 for further information. Motion carried unanimously.
(04-23-04-07) Motioned by Carter second by Orange to approve
the resolution honoring Ivan Pearson as the 26th recipient of
the Buena Vista Charter Township’s "80th" Milestone Award.
Motion carried unanimously.
(04-23-05-07) Motioned by Martin second by Montgomery to
approve the resolution proclaiming Saturday, May 19, 2007 as
"Cross the Street Day in Buena Vista Charter Township". Motion
carried unanimously.
(04-23-06-07) Motioned by Martin second by Ritter to receive
and approve the 2nd reading of the 2006 International Fire Code.
Motion carried unanimously.
(04-23-07-07) Motioned by Ritter second by Montgomery to
receive and file the February 28, 2007 Citizens District Council
Special Meeting Minutes. Motion carried unanimously.
(04-23-08-07) Motioned by Martin second by Ritter to receive
and file a Thank you letter to the Board of Trustees and
Township Manager from Saginaw County Commissioner Bregitte
Braddock. Motion carried unanimously.
(04-23-09-07) Motioned by Carter second by Martin to receive
and file the MTA update on local reforms relating to revenue
sharing plans for Fiscal Year 2007-2008. Motion carried
unanimously.
(04-23-10-07) Motioned by Martin second by Carter to receive
and file the Saginaw Area Storm Water Authority monthly meeting
dated March 21, 2007. Motion carried unanimously.
SUPERVISOR’S REPORT
Supervisor Parker: Just one particular announcement. We are
embarking on the month of June would culminate the Manager’s
Annual Evaluation. I would like to set a meeting with the
Personnel Committee and make contact with them so that we can
begin launching that particular assignment with the Manager’s
Evaluation.
CLERK’S REPORT
Clerk Montgomery: We had our Public Accuracy Test on this
evening for our upcoming Election and all went well. Just an
encouragement to make sure everyone gets out and vote. School
Election is just as important as any other Election that we
have.
BOARD OF TRUSTEES REPORT
Trustee Orange: I have a question regards to when was the
last time we updated our Rules?
Supervisor Parker: It’s been a while and as a matter of fact,
I have the current Rules Booklet that states 1999. So certainly,
I think that the Rules Committee which I do know that we have an
existence should get together to look at how we should revamp
the Rules and Regulations and more importantly, get us current.
MANAGER’S REPORT
Mr. Williams: I have three that is before you. There have
been changes to this week’s Annual Strategic Leadership Advance,
which only is one day on Friday, April 27, 2007. The second
order of business is the first quarter revenue vs. expenses
ending March 31, 2007. As well, we have our Annual Spring Clean
Up which will be May 12, 2007 at 9:00 a.m. until 2:00 p.m.

adjourn the meeting at 7:40 p.m. Motion carried unanimously.
