Regular Board Meeting
May 14, 2007
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter, Trustee
Orange and Trustee Ritter.
MEMBERS ABSENT None

(05-14-01-07) Motioned by Martin second by Ritter for the
approval of the
April 19, 2007 Special Board Meeting Minutes and the April
23, 2007 Regular Board Meeting Minutes of the Buena Vista
Charter Township Board of Trustees. Motion carried unanimously.
(05-14-02-07) Motioned by Martin second by Carter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $222,699.30
Sewer Fund $ 33,594.15
Water Fund $ 93,482.58
Motion carried unanimously by roll call vote.
(05-14-03-07) Motioned by Ritter second by Martin to approve
2007 Budget Amendment for Parks & Recreation Department Fund
208. Please Note: This budget amendment does not increase nor
decrease overall revenue and expenditures for the Department; it
only moves funds from one line item to another. Motion carried
unanimously by roll call vote.
(05-14-04-07) Motioned by Carter second by Martin to approve
financing for the Water Department Vans through GMAC. Financing
will consist of one payment of $25,550.72 due immediately and
the second payment of $23,823.51 due in one year. Please Note:
The Board of Trustees approved the budgeted purchase of two (2)
Water Utility Vans on January 22, 2007. (Please see minutes
attached.) Motion carried unanimously by roll call vote.
(05-14-05-07) Motioned by Martin second by Ritter to approve
the resolution honoring Thomas Bivens as the 27th recipient of
Buena Vista Charter Township’s "80th" Milestone Award. Motion
carried unanimously.
(05-14-06-07) Motioned by Ritter second by Martin to approve
to enter into an option and ground lease agreement with Towerco,
LLC and Buena Vista Charter Township to lease a section of
property approximately 40’ X 75’ located on tax identification
number 10-12-5-28-3004-002 for a period of five years in the
amount of $12,000.00 annually. Motion carried unanimously by
roll call vote.
Motioned by Martin second by Montgomery to accept agenda
items 05-14-07-07 through 05-14-14-07 collectively. Motion
carried unanimously.
(05-14-07-07) Motioned by Martin second by Montgomery to
receive and file Buena Vista Charter Township 2006 Annual Audit
Report as presented by Yeo & Yeo. Motion carried unanimously.
(05-14-08-07) Motioned by Martin second by Montgomery to
receive and file the May 2007 Monthly Report for the Buena Vista
Charter Township Police Department. Motion carried unanimously.
(05-14-09-07) Motioned by Martin second by Montgomery to
receive and file Buena Vista Charter Township Fire Department
May 2007 monthly report. Motion carried unanimously.
(05-14-10-07) Motioned by Martin second by Montgomery to
receive and file the monthly report for the Parks & Recreation
Department for April 2007. Motion carried unanimously.
(05-14-11-07) Motioned by Martin second by Montgomery to
receive and file the monthly reports for the Public Works, Sewer
and Water Maintenance Departments for March and April 2007.
Motion carried unanimously.
(05-14-12-07) Motioned by Martin second by Montgomery to
receive and file the 2007 residential grass cutting zone
schedule. Motion carried unanimously.
(05-14-13-07) Motioned by Martin second by Montgomery to
receive and file minutes for the Saginaw Area GIS Authority’s
April 16, 2007 Board Meeting.
(05-14-14-07) Motioned by Martin second by Montgomery to
receive and file the Saginaw County Road Commission review of
the April 11, 2007 meeting regarding the chip seal project.
Motion carried unanimously.
COMMITTEE REPORT
Supervisor Parker stated that there is only one Committee
Report that all of you have received from the Personnel
Committee the evaluation of the Township Manager including
Department Heads. There were some instructions, time lines,
process and procedures. Please, if you would be so kind to
adhere to those so that we can get those in and process in a
timely manner so that we move forward with the Manager’s Annual
Evaluation.
SUPERVISOR’S REPORT
Supervisor Parker: Couple of things had come to my mind. One
is, May 28, 2007
Mr. Manager is Memorial Day, I believe it is observed and
that’s our designated Board meeting. I am not exactly sure what
the next steps are we going to have it on another day or just
forgo it all together. What’s the pleasure of the Board? It is
legal to do that? Ok, so we will bring it the floor.
Motioned by Martin second by Carter to have the last Regular
Board Meeting moved from Monday, May 28, 2007 to Tuesday, May
29, 2007 same time, regular time. Motion carried unanimously.
BOARD OF TRUSTEES REPORT
Trustee Ritter: I received an invitation to attend the
Saginaw County Public Officials Conference on June 6, 2007. I
didn’t know being new I guess I didn’t know if you have
previously attended.
Trustee Martin: Firstly, I would like to preference my
statement by asking the audience not to laugh when I get
through, because this is for me. Ah, sometime in the very near
future, the Township along with the Buena Vista Community Center
is sponsoring a Senior Citizens Track and Field Day at the
Community Center. I would just like to relay to you if you have
any friends, parents, whatever that might want to participate
please try to get them to do so and if you don’t participate,
just have them come out and look, you know that the we need
fans.
MANAGER’S REPORT
Mr. Williams: I have four. Just again, I wanted to thank the
residents and staff for a very successful Clean-Up day this past
weekend. Vic do you know how many cars roughly or a head count?
Also, just to remind you that we will have the Grand Opening for
Erwin Senior Estates this coming Friday, May 18, 2007 at 11:30
a.m. I passed out our 2007 first quarter Citizens Complaint Log
resolution summary and you can look through that as well as the
2007 Manager’s Accomplishments.

adjourn the meeting at 7:40 p.m. Motion carried unanimously.
