May 29, 2007

Clerk Montgomery called the Board Meeting to order at 7:00 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

Motioned by Orange second by Martin that Clerk Montgomery to Chair the Regular Board Meeting in the absence of Supervisor Parker. Motion carried unanimously.

MEMBERS PRESENT Clerk Montgomery, Treasurer Williams, Trustee Martin, Trustee Carter, Trustee Orange and Trustee Ritter.

(05-29-01-07) Motioned by Martin second by Ritter for the approval of the

May 14, 2007 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(05-29-02-07) Motioned by Martin second by Carter for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $197,904.25

Sewer Fund $ 20,400.52

Water Fund $ 60,878.61

Motion carried unanimously by roll call vote.

(05-29-03-07) Motioned by Martin second by Carter to approve the Transportation agreement between Saginaw Transit Authority Regional Services (STARS) and Buena Vista Charter Township to provide the Lift Services to our residents from June 1, 2007 through December 31, 2007 in the amount of $7,000.00. Motion carried unanimously by roll call vote.

(05-29-04-07) Motioned by Orange second by Carter to approve the Countegan Intercounty Drainage Board maintenance resolution prepared in accordance with Section 196 of the Michigan Drain Code which is estimated at $15,000.00. Saginaw County’s share of the estimated project is 34% or $5,100.00 and Buena Vista Charter Township’s portion is 25% or approximately $1,275.00 of Saginaw County’s share. Motion carried unanimously by roll call vote.

Motioned by Martin second by Carter to accept agenda items 05-29-05-07 through 05-29-11-07 collectively. Motion carried unanimously.

(05-29-05-07) Motioned by Martin second by Carter to receive and file the MTA Legislative Alert on Legislation introduced to Strip Tax Collection, Election and Assessing Functions from Townships and Move it to the Counties and House Legislation Wrongfully Attacks Townships. Motion carried unanimously.

(05-29-06-07) Motioned by Martin second by Carter to receive and file letter of State of Michigan Legislators regarding Township(s) Revenue Sharing proposed cuts. Motion carried unanimously.

(05-29-07-07) Motioned by Martin second by Carter to receive and file Consumers Energy Touching Base Spring 2007 Newsletter. Motion carried unanimously.

(05-29-08-07) Motioned by Martin second by Carter to receive and file the Saginaw County 9-1-1 Communication Center Authority informing Township Officials about Senate Bills 410 and 411 on phone parity legislation. Motion carried unanimously.

(05-29-09-07) Motioned by Martin second by Carter to receive and file Buena Vista Charter Township Deficit Reduction Plan. Motion carried unanimously.

(05-29-10-07) Motioned by Martin second by Carter to receive and file the Saginaw Area Storm Water Authority General Board meeting dated May 16, 2007. Motion carried unanimously.

(05-29-11-07) Motioned by Martin second by Carter to receive and file the May 9, 2007 minutes for the Saginaw Area GIS Authority. Motion carried unanimously.

MANAGER’S REPORT

Mr. Williams: I have two. The Financial Report for the month of April 2007 is before you and we should be at 25%. Also, number two just received an invite by GM Power Train for a plant tour by the plant manager and they want to invite the Buena Vista’s Leadership at 11:00 a.m. this coming Thursday. Congressman Kildee will be there, so if there is anyone interested please let me know on tonight.
