Regular Board Meeting
June 11, 2007
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery,
Treasurer Williams, Trustee Martin, Trustee Carter, Trustee
Orange and Trustee Ritter.

(06-11-01-07) Motioned by Carter second by Orange for the
approval of the
May 29, 2007 Regular Board Meeting Minutes of the Buena Vista
Charter Township Board of Trustees. Motion carried unanimously.
(06-11-02-07) Motioned by Martin second by Ritter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $142,435.49
Sewer Fund $ 18,955.69
Water Fund $ 15,102.55
Motion carried unanimously by roll call vote.
(06-11-03-07) Motioned by Martin second by Williams to
approve an amendment to Buena Vista Charter Township Ordinance
#236 section #5 to replace the current language "for the first 5
years" to reflect "for the first 15 years" for Mapleview
Apartments II. Motion carried unanimously by roll call vote.
(06-11-04-07) Motioned by Carter second by Martin to approve
the resolution honoring Raymond Ritter as the 28th recipient of
Buena Vista Charter Township’s "80th" Milestone Award. Motion
carried unanimously.
(06-11-05-07) Motioned by Carter second by Ritter to approve
the Resolution to adopt an Improved Release Fee of $50.00 on any
vehicle taken into custody by the Buena Vista Police Department.
Motion carried unanimously by roll call vote with Trustee Orange
voting no.
(06-11-06-07) Motioned by Martin second by Carter to approve
the resolution honoring Louise Ritter as the 29th recipient of
Buena Vista Charter Township’s "80th" Milestone Award. Motion
carried unanimously.
Motioned by Montgomery second by Martin to accept agenda
items 06-11-07-07 through 06-11-14-07 collectively. Motion
carried unanimously.
(06-11-07-07) Motioned by Montgomery second by Martin to
receive and file the May 2007 Monthly Report for the Buena Vista
Charter Township Police Department. Motion carried unanimously.
(06-11-08-07) Motioned by Montgomery second by Martin to
receive and file the May 2007 monthly report for the Buena Vista
Charter Township Fire Department. Motion carried unanimously.
(06-11-09-07) Motioned by Montgomery second by Martin to
receive and file the May 2007 monthly report for the Public
Works, Sewer and Water Maintenance Departments. Motion carried
unanimously.
(06-11-10-07) Motioned by Montgomery second by Martin to
receive and file the upcoming training opportunities from the
Michigan State Housing Development Authority (MSHDA). Motion
carried unanimously.
(06-11-11-07) Motioned by Montgomery second by Martin to
receive and file the Michigan Prospect on Michigan’s Budget
Crisis: Why we need more revenue? Motion carried unanimously.
(06-11-12-07) Motioned by Montgomery second by Martin to
receive and file the information on ITC Holding Corp; there
business is in electric transmission infrastructure
improvements. Motion carried unanimously.
(06-11-13-07) Motioned by Montgomery second by Martin to
receive and file the Foster, Swift, Collins and Smith P. C.
Township Law newsletter for May 2007. Motion carried
unanimously.
(06-11-14-07) Motioned by Montgomery second by Martin to
receive and file the monthly report for the Parks and Recreation
Department for May 2007. Motion carried unanimously.
SUPERVISOR’S REPORT
Supervisor Parker: Just a couple of things that has come to
my mind. I had ask that Atonya Patterson forward you some
information regarding HB, House Bill 47-88 and that has to do
with a threat to Townships being targeted with the State and
it’s new budget deficit. We got to keep our eyes and ears opened
because a lot of things are happening and as a matter of fact
this house bill was slide in at the wee hours of the night in
Lansing. So they are doing things when everybody’s sleep.
They’re doing things and activity, so we have to stay on top of
it. I extended an invitation to Senator, Roger Kahn and
Representative Couloirs to come to the Board meeting on tonight
to speak on that. So I will call them again to make sure that
they are here on next time. But we have to stay on top of it and
make sure that you pick up the phone and call these folks and
let them know that this is real serious. This is dealing with
Townships having to turn over there Elections, Assessing and Tax
Collections, so that is suppose to be turned over to the County.
That’s taking money away from us. Keep that in mind. Secondly,
it was interesting and I am really pleased Chief Booker and
maybe next time you can come before us with Code Enforcement
Activity and I don’t know that you have been aware, I have been
riding around and seen that the junk yard on Webber is now
cleaned up and some other areas, so kudos to the Code
Enforcement Officer, Harold Williams and some good activity
going on. That’s all that I have.
TREASURER’S REPORT
Treasurer Williams: I just want to say that this past weekend
that the Supervisor of Mt. Morris passed and his wait is this
Friday and the funeral is this Saturday. I just wanted to let
you know if you weren’t aware of it.
TRUSTEE’S REPORT
Trustee Orange: I just like to commend Chief Booker and the
BV Police Force. They had a funeral at the church not to long
ago and they were out enforcing and Chief Booker was out there
directing traffic. I would like to commend that he did a good
job.
MANAGER’S REPORT
Mr. Williams: I have two. You have before you the May 2007
Revenue and Expenditure breakdown of the General Fund should be
42% as of May 31, 2007 and our Actual to date is 34 %. Also I
want to make note that were having our Public Workshop on this
coming Wednesday, June 13, 2007 at 6:00 p.m. at the BV Center
regarding our Sewer System Improvements and we sent out letters
to 2000 residents and we are looking for a great turnout.

the meeting at 7:30 p.m. Motion carried unanimously.
