Regular Board Meeting
July 9, 2007
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Trustee Martin, Trustee
Carter and Trustee Ritter.
MEMBERS ABSENT Clerk Montgomery, Treasurer Williams and
Trustee Orange

(07-09-01-07) Motioned by Martin second by Ritter for the
approval of the
June 25, 2007 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(07-09-02-07) Motioned by Carter second by Martin for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $136,602.34
Sewer Fund $ 20,569.64
Water Fund $ 22,513.34
Motion carried unanimously by roll call vote.
(07-09-03-07) Motioned by Martin second by Ritter to approve
and award bid from Miracle Recreation of Michigan for a
September 2007 build of the Buena Vista Parks & Recreation
Playground in the amount not to exceed $48,856.00. Motion
carried unanimously by roll call vote.
(07-09-04-07) Motioned by Carter second by Martin to approve
the first (1st) reading of the amendment to Buena Vista Charter
Township Ordinance #236 section #5 to replace the current
language to reflect "for the first 15 years" for Mapleview
Apartments II. Motion carried unanimously by roll call vote.
(07-09-05-07) Motioned by Martin second by Carter to
approve/disapprove the transfer of a Liquor License for the
Saginaw Business, Inc. also known as the Best Western Hotel,
located at 1408 South Outer Drive, Saginaw, MI. Please see
attached letter from the State of Michigan Department of
Consumer & Industry Services, Liquor Control Commission and
Resolution.
Motioned by Martin second by Carter to table agenda item
07-09-05-07 for further information reviewed by Fire and Police
Departments. Motion carried unanimously by roll call vote.
Motioned by Martin second by Ritter to accept agenda items
07-09-06-07 through 07-09-11-07 collectively. Motion carried
unanimously.
(07-09-06-07) Motioned by Martin second by Ritter to receive
and file the monthly report for the Parks & Recreation
Department for June 2007. Motion carried unanimously.
(07-09-07-07) Motioned by Martin second by Ritter to receive
and file the Foster, Swift, Collins and Smith P.C. Township Law
newsletter for June 2007. Motion carried unanimously.
(07-09-08-07) Motioned by Martin second by Ritter to receive
and file the MTA Grassroots Alert, discussing threats to
Township Government dated June 27, 2007. Motion carried
unanimously.
(07-09-09-07) Motioned by Martin second by Ritter to receive
and file the NATaT America’s Town meeting 2007 Legislative
Conference September 5 & 6, 2007 in Washington, DC. Motion
carried unanimously.
(07-09-10-07) Motioned by Martin second by Ritter to receive
and file the June 2007 monthly report for the Buena Vista
Charter Township Fire Department. Motion carried unanimously.
(07-09-11-07) Motioned by Martin second by Carter to receive
and file the June 2007 monthly report for the Buena Vista
Charter Township Police Department. Motion carried unanimously.
(07-09-12-07) Motioned by Martin second by Carter to approve
to go into closed session for the purpose of discussing a legal
opinion regarding land acquisition by council for the Township.
Motion carried unanimously.
Motioned by Martin second by Carter to add agenda item
07-09-13-07 to the agenda. Motion carried unanimously.
(07-09-13-07) Motioned by Martin second by Carter to approve
to go into closed session for the purpose of discussing the
current status of labor negotiations with Council. Motion
carried unanimously.
The Board of Trustees went into Closed session at 7:43 p.m.
The Board of Trustees discussed the land acquisition and the
status of labor negotiations with Council.
Motioned by Martin second by Ritter to resume the Regular
Board Meeting at 8:24 p.m. Motion carried unanimously.
SUPERVISOR’S REPORT
Supervisor Parker: I just wanted to kind of give the Board an
update as to the Secretary of State matter. The Manager and I
have met with State Representative Coulouris and State Senator
Roger Kahn and we requested to have a meeting with Terry Lynn
Land, Secretary Of State and Roger Kahn that will coordinate,
but more importantly we’re looking at planning to meet with a
number of stakeholders, such as Bridgeport Township, Spaulding
Township, City of Saginaw and some other folks and begin to map
out and plan a direction as to where we are going to go. In a
nut shell, the word is that it’s a done deal. However, the talk
with some of the legislators that they said it is still an
opportunity. So, we just have to be diligent and not waver, more
to come. It’s probably going to be a press conference once we
get some organization as to how this call to action campaign is
going to go. So, more to come to the Board.
TRUSTEE’S REPORT
Trustee Martin: First of all, let me pass this out to
everybody. The Senior Track and Field is going to be August 3,
2007, so if you all don’t have anything to do, I would very much
appreciate if you would be in attendance and when you’re there
if you see anything that needs to be done where the old folks
are concern just exercise your rights that I am giving you to
take care of business. You don’t have to ask anybody. I had
planned on recruiting volunteer, however I was told by the
athletic director of Buena Vista High School that he had already
recruited volunteers, his staff and different people that work
with and for him.
MANAGER’S REPORT
Mr. Williams: Yes I have two. The playscape build with take
place the week of September 17, 2007. National City has
volunteered and committed to help out with the build. And we are
trying to get some other businesses involved. With the Board
approval tonight we can get those monies from the Foundation to
Miracle Equipment to actually be build. Number two we are going
to have public forums that will spread throughout July and
August for our Water & Sewer rate increases. We will get those
started and we will have those posted at all of our different
sites throughout the Township. Finally, will be the Rib Cook Off
on next Saturday and Sunday, 12noon to 8 p.m. We will have a lot
of entertainment and we are looking forward to this being one
the biggest events.
