Clerk Montgomery called the Board Meeting to order at 7:30 p.m. in the Township Hall.

Pledge of Allegiance was led by the Board of Trustees.

Motioned by Martin second by Montgomery that Trustee Martin Chair the meeting in the absence of Supervisor Parker. Motion carried unanimously.

Motioned by Martin second by Ritter to open public hearing at 7:00 p.m. Motion carried unanimously.

Public Hearing – Industrial Facilities Exemption – Allied Tool & Machine

Motioned by Ritter second by Martin to close public hearing at 7:15 p.m. Motion carried unanimously.

Motioned by Martin second by Williams to open public hearing at 7:15 p.m. Motion carried unanimously.

July 23, 2007 Regular Board Meeting Minutes of the Buena Vista Charter Township Board of Trustees. Motion carried unanimously.

(08-13-02-07) Motioned by Montgomery second by Ritter for approval to review and approve the statements for accounts payable and payroll as listed below:

General Fund $295,421.03

Sewer Fund $ 47,155.84

Water Fund $ 98,908.98

Motion carried unanimously by roll call vote.

(08-13-03-07) Motioned by Ritter second by Montgomery to approve the request for a six-year 50% PA 198 (personal property tax abatement) Industrial Facilities Exemption Certificate for Allied Tool and Machine Company whose location is 3545 Janes Road in the amount of $375,575.00. Motion carried unanimously by roll call vote.

(08-13-04-07) Motioned by Ritter second by Williams to approve the request for a six-year 50% PA 198 (personal property tax abatement) Industrial Facilities Exemption Certificate for Allied Tool and Machine Company whose location is 3870 E. Washington Road in the amount of $186,037.00. Motion carried unanimously by roll call vote.

(08-13-06-07) Motioned by Montgomery second by Ritter to receive and file the July 2007 monthly report for the Buena Vista Charter Township Fire Department. Motion carried unanimously.

(08-13-07-07) Motioned by Montgomery second by Ritter to receive and file the July 2007 monthly reports for the Public Works, Sewer and Water Maintenance Departments. Motion carried unanimously.

(08-13-08-07) Motioned by Montgomery second by Ritter to receive and file the monthly report for the Parks and Recreation Department for July 2007. Motion carried unanimously.

(08-13-09-07) Motioned by Montgomery second by Ritter to receive and file the Saginaw NAACP Youth Council 1st Annual Back-to-School/Stay-in-School Rally on Saturday, August 25, 2007 held at Buena Vista Community Center from 11:00 a.m. – 3:00 p.m. Motion carried unanimously.

(08-13-11-07) Motioned by Montgomery second by Ritter to receive and file the Saginaw Area Storm Water Authority monthly agenda meeting dated August 15, 2007. Motion carried unanimously.

(08-13-12-07) Motioned by Montgomery second by Ritter to receive and file the Saginaw County Chamber of Commerce "Business After Hours" and Member Benefit Breakfast. Motion carried unanimously.

(08-13-13-07) Motioned by Montgomery second by Ritter to receive and file the East Central Michigan Planning & Development Regional Commission Rural Traffic Safety Forum held August 14, 2007 and August 15, 2007. Motion carried unanimously.

(08-13-14-07) Motioned by Montgomery second by Ritter to receive and file the Michigan Townships Association (MTA) 2007 District meeting fall series and schedule. Motion carried unanimously.

(08-13-15-07) Motioned by Montgomery second by Ritter to receive and file the Saginaw County Mosquito Abatement Commission joint venture to eliminate the dangers of abandoned pools with the Department of Public Health. Motion carried unanimously.

(08-13-16-07) Motioned by Montgomery second by Ritter to receive and file the Saginaw County Democratic Party 9th Annual Banquet on Saturday, September 22, 2007 at the Horizon’s Conference Center. Motion carried unanimously.

Motioned by Montgomery second by Ritter to add agenda item 08-13-17-07 to the agenda. Motion carried unanimously.

(08-13-17-07) Motioned by Ritter second by Martin to approve an amendment to Buena Vista Charter Township Ordinance #247 Section #3(b), Section #4(a)(b), Section #5(a)(1)(2), Section #6 (a)(1), Section #7 and Section #9 to replace the current language. Motion carried unanimously by roll call vote.

TRUSTEE’S REPORT

Trustee Martin: I would just like to say that Friday, August 24, 2007 we will be sponsoring our 10th Annual Fish Fry at Lions Park. Those of you that are 55 and older, you are welcomed to come and some of you look like you can be any age you want to be and when you come, we will just love you and say have a good time. Thank you.

MANAGER’S REPORT

Mr. Williams: Yes I have three. First is the Playscape build is scheduled for September 18, 2007. National City Bank has agreed to assist us and they will have ten employees there and it will be an all day build. We are looking for residents to help and contribute and we will have 50 volunteers to help with this build. It will be from 9:00 a.m. to 5:00 p.m. on the 18th. Also, staff will be presenting again the water and sewer rates and study results of proposed increases this coming Wednesday at the Crossings Apartments at 6:00 p.m. to go over the study results as well as the proposed increases due to the increases of the City of Saginaw. Thirdly, is the second quarter complaint log update and it should give you an up to date complaints that the Township staff has completed.
