Regular Board Meeting
September 24, 2007
Supervisor Parker called the Board Meeting to order at 7:00
p.m. in the Township Hall.
Pledge of Allegiance was led by the Board of Trustees.
MEMBERS PRESENT Supervisor Parker, Clerk Montgomery, Trustee
Martin, Trustee Carter, Trustee Orange and Trustee Ritter.
MEMBERS ABSENT Treasurer Williams

(09-24-01-07) Motioned by Martin second by Carter for the
approval of the
September 10, 2007 Regular Board Meeting Minutes of the Buena
Vista Charter Township Board of Trustees. Motion carried
unanimously.
(09-24-02-07) Motioned by Martin second by Ritter for
approval to review and approve the statements for accounts
payable and payroll as listed below:
General Fund $180,944.31
Sewer Fund $ 17,420.92
Water Fund $ 27,022.41
Motion carried unanimously by roll call vote.
(09-24-03-07) Motioned by Martin second by Montgomery to
approve the proposal from McKenna Associates, Inc. to complete
updating Buena Vista Township’s Zoning Ordinance in the amount
not to exceed $26,000.00. Please note: We currently have
$15,000.00 budgeted for planning and engineering and the
remaining balance will be paid out of the 2008 Budget. Motion
carried unanimously by roll call vote.
Motioned by Martin second by Montgomery to accept agenda
items 09-24-04-07 through 09-24-07-07 collectively. Motion
carried unanimously.
(09-24-04-07) Motioned by Martin second by Montgomery to
receive and file the August Monthly Report for the Buena Vista
Charter Township Police Department. Motion carried unanimously.
(09-24-05-07) Motioned by Martin second by Montgomery to
receive and file the Varnum Attorneys at Law memorandum on
Wireless, Cable and Cell Tower Update. Motion carried
unanimously.
(09-24-06-07) Motioned by Martin second by Montgomery to
receive and file the Michigan State Housing Development
Authority announcement of upcoming training and workshops.
Motion carried unanimously.
(09-24-07-07) Motioned by Martin second by Montgomery to
receive and file the After School Tutoring program offered
October 1, 2007 at the Buena Vista Community Center. Motion
carried unanimously.
SUPERVISOR’S REPORT
Supervisor’s Report: I just have one item here and it is
relatively good news. I just got a call today from the Michigan
Department of Civil Rights. We all had an opportunity to meet
Ms. Parker a while back and real quickly, what we are in the
midst of is back in August the Department of Civil Rights
formerly requested to the Secretary of State to hold hearings or
otherwise allow public comments regarding the closure of the
Secretary of State’s Office and she went on further explaining
the reasons behind those particular requests and that
information was sent to the Department of Justice and Civil
Rights Division which I now have in hand a letter from the Civil
Rights in Washington, DC. Mr. John Tanner, and as you can see on
the second page at number 6 where it talks specifically about
providing all records and public notices and notifications
regarding the decision of the Secretary of State’s Office
closing.
In a nutshell, the Assistant Attorney General has 60 days to
consider a complete submission pursuant to this hold matter and
what does this all mean? It means that the Department of Justice
has weighed in and has requested that the Secretary of State not
be closed until they fully fully provide all submitted documents
and even having a public hearing for comments and so on and so
forth. So, it looks as if we have a decree for about 60 days
plus to keep the Secretary of State Office open. So, there’s
more to come.
TRUSTEE’S REPORT
Trustee Martin: I have always advocated that we Buena Vista
have the best Police Chief and the best Police Department in the
County of Saginaw. That’s my personal saying and you all know
that I have that on my agenda right from the start. In addition
to that I just want to say a good job the Police Department is
doing including Code Enforcement activities and recently the
Liaison with the School District which we should have had years
ago and in addition to all of that, I think that that particular
bit of information should be marketed in all of our endeavors.
It should be said that the Buena Vista Police Department is
something special. I would like to turn that a loose.
Trustee Orange: I think that Chief Booker is doing a good job
and he might be trying to get a raise. I also like the idea of
having a School Liaison and I think that the presence of a car
there is good.

adjourn the meeting at 7:35 p.m. Motion carried unanimously.
